Job Summary

We are seeking a highly skilled and experienced Deputy Chief Clinical Information Officer to join our team at Torbay and South Devon NHS Foundation Trust. This role is pivotal in supporting the Chief Clinical Information Officer in leading the digital transformation of our clinical services, both in our acute hospital setting and across our community care services.

Main Duties of the Job
  1. The Deputy CCIO role is critical in bridging the gap between clinical practice and information technology in the Trust. This position will be pivotal in the implementation of the Trust EPR.
  2. Work with clinical colleagues to develop new, digitally enabled pathways, and ensure that transformation process is clinically driven.
  3. This will require experience in clinical practice and ideally experience in clinical management.
  4. Most importantly it requires an understanding of and passion for digital technology's potential in the clinical setting.
  5. Work in the Trust alongside the EPR and Health Informatics Team.
  6. Engage with staff at every level throughout the organisation, including the community and beyond your own clinical areas.
  7. Help develop and deliver a digital strategy which aligns with the Trust and wider clinical strategies. This is to ensure that technology serves to advance clinical care, improve clinical outcomes and safety, increase productivity and better the user experience.

Job ResponsibilitiesStrategic Leadership
  1. Work closely with the CCIO to develop and execute a digital strategy that aligns with the Trust's overall objectives.
  2. Act as a champion for digital transformation within the Trust, advocating for the adoption of technology in healthcare practices.
  3. Collaborate with senior management to ensure that digital initiatives support clinical goals and improve patient care.
Clinical Engagement
  1. Serve as a liaison between the Health Informatics Service (HIS) and clinical staff, ensuring that technology solutions meet the needs of clinicians and support safe, effective patient care.
  2. Lead engagement initiatives to involve clinicians in the selection, development and implementation of EPR modules, and other digital tools and systems.
  3. Facilitate feedback loops between clinical users and IT developers to ensure continuous improvement of digital services.
  4. Coordinate with clinical departments and services to ensure smooth deployment of the EPR, and subsequent upgrades, into existing workflows.
Governance, Clinical Safety and Compliance
  1. Ensure that digital health initiatives comply with legal, ethical, and regulatory standards, including data protection laws and clinical safety requirements.
  2. Participate in governance committees to oversee the secure and effective use of clinical information systems. This will include contributing to the development of policies and procedures that govern the use of digital technologies in clinical settings.
Training and Development
  1. Alongside the CCIO and CNIO, you will lead the development of training programs for clinical staff on new systems and technologies, ensuring high levels of digital literacy across the Trust.
  2. Identifying and addressing any skill gaps among clinical staff regarding the use of digital tools, promoting a culture of continuous learning.
Innovation and Research
  1. Stay abreast of emerging trends and innovations in digital healthcare, evaluating their potential application within the Trust. This will be reflected in the SPA allocation to the role.
  2. Foster a culture of innovation, encouraging the exploration and implementation of novel solutions to clinical challenges.
  3. You will work with the Research & Development Department to support clinical research projects and research into digital technologies.
Person Specification

Qualifications and Training

Essential

  1. Full GMC / GDC registration
  2. Appropriate College Membership / Fellowship Evidence of CPD

Desirable

  1. Additional postgraduate qualification in Clinical Informatics
  2. Clinical Safety Officer accreditation
  3. Formal management training and / or management experience

Knowledge and Experience

Essential

  1. Understanding of the approaches to continuous improvement in the delivery of healthcare
  2. Appreciation of activity management and financial matters
  3. Understanding of the NHS, its infrastructure, partner healthcare organisations and NHS Policy
  4. Significant demonstrable achievement in influencing colleagues to deliver targets and changes in working practices, whilst maintaining effective working relationships
  5. Significant demonstrable achievement in advancement, development and performance improvement of clinical services

Desirable

  1. Detailed knowledge of financial and other targets (access)
  2. Clinical service Lead / Clinical Director or similar role
  3. Leadership / management of clinical staff
  4. Appreciation of wider healthcare management
  5. National or regional experience in management
  6. Experience of undergraduate and postgraduate teaching
  7. Associate Medical Director or similar role
  8. Board level experience
