About the Role:

We are seeking an experienced Technical Manager to join our team in Devonport, Plymouth. As a Technical Manager, you will be responsible for delivering safe and efficient technical management locally, ensuring full compliance with regulatory and contractual requirements.

Key Responsibilities:
  1. Develop and manage technical business plans and budgets for the local Marine Services contract.
  2. Ensure Contract Managers are supported to provide full service delivery.
  3. Monitor business plans, financial plans, and targets, taking action to ensure technical targets are met.
  4. Drive operational efficiency, technical, and assurance continuous improvements, and engineering best practice across the contract.
  5. Identify, develop, and implement strategies for effective technical risk management, considering latest regulatory requirements.
Operational Excellence:
  1. Act as the marine business point of contact with Serco Procurement to advise on optimum suppliers.
  2. Advise local and regional teams on technical Operating Procedures for the SMS.
  3. Design and implement change strategies for cost saving and efficiency across the regional activity.
People and Organisation:
  1. Line manage the local technical team, providing leadership to ensure staff understand and deliver the contract.
  2. Ensure direct reports and staff understand their role and objectives, promoting a safe culture and attitude of continuous improvement.
  3. Assist in the recruitment, training, and professional management of technical teams.
  4. Ensure activities are undertaken in a safe environment, fully compliant with MCA, Class, Health and Safety, ISM, ISPS codes, and legal requirements.
Growth and Financials:
  1. Develop annual budgets and implement effective management and financial control of technical expenditure.
  2. Identify and report areas for economies of scale and cost saving measures without detriment to safety or service levels.
  3. Identify opportunities for growth, working with the port CM to support contract and division growth aspirations.
What You'll Need:
  • Qualified to Class 1 Motor (Unlimited) Certificate of Competency.
  • Project and programme management expertise.
  • Experience in IT systems and MS Office suite.
  • Successful people management and team development experience.
  • Commercial acumen and budgetary management experience.
