About the Role:We are seeking an experienced Technical Manager to join our team in Devonport, Plymouth. As a Technical Manager, you will be responsible for delivering safe and efficient technical management locally, ensuring full compliance with regulatory and contractual requirements.
Key Responsibilities:- Develop and manage technical business plans and budgets for the local Marine Services contract.
- Ensure Contract Managers are supported to provide full service delivery.
- Monitor business plans, financial plans, and targets, taking action to ensure technical targets are met.
- Drive operational efficiency, technical, and assurance continuous improvements, and engineering best practice across the contract.
- Identify, develop, and implement strategies for effective technical risk management, considering latest regulatory requirements.
- Act as the marine business point of contact with Serco Procurement to advise on optimum suppliers.
- Advise local and regional teams on technical Operating Procedures for the SMS.
- Design and implement change strategies for cost saving and efficiency across the regional activity.
- Line manage the local technical team, providing leadership to ensure staff understand and deliver the contract.
- Ensure direct reports and staff understand their role and objectives, promoting a safe culture and attitude of continuous improvement.
- Assist in the recruitment, training, and professional management of technical teams.
- Ensure activities are undertaken in a safe environment, fully compliant with MCA, Class, Health and Safety, ISM, ISPS codes, and legal requirements.
- Develop annual budgets and implement effective management and financial control of technical expenditure.
- Identify and report areas for economies of scale and cost saving measures without detriment to safety or service levels.
- Identify opportunities for growth, working with the port CM to support contract and division growth aspirations.
- Qualified to Class 1 Motor (Unlimited) Certificate of Competency.
- Project and programme management expertise.
- Experience in IT systems and MS Office suite.
