This is an exciting opportunity to join the Department of Health and Social Care (DHSC) as a Deputy Director, HR Services. As a senior leader, you will report to the Director of HR and be responsible for providing first-line HR operations services across the department.
The role brings together various HR teams under one remit, with a focus on embedding a customer service ethos and streamlining processes to meet the needs of our customers. You will lead a large team based across Leeds and London in delivering joined-up services that prioritize customer satisfaction.
Key Responsibilities- Lead an extensive and diverse HR operations and systems expert services portfolio for DHSC, with responsibility for a substantial team and a budget of approximately £1 million.
- Deliver HR policy, operations, payroll, casework, and recruitment services, ensuring a customer-focused approach.
- Use customer feedback and measurable progress against KPIs to drive continuous improvement and transformation of services.
- Ensure that HR systems are stable and meet the needs of our policies, processes, and people, while future-proofing our HR systems strategy to align with departmental and government shared services drivers.
- Ensure that outsourced contracts deliver the right service levels and are value for money.
- Build strong, meaningful relationships with ALB and Executive Agency counterparts.
- Collective leadership and management of the HR Function as part of the HR senior leadership team, supporting cross-team working, development, and wellbeing.
- Develop strong, collaborative relationships and working practices across HR, particularly with the HR Business Partnering team, to ensure a seamless service for our customers.
We are seeking an exceptional senior-level HR professional with experience and capability to lead a confident and expert HR service. The ideal candidate will be passionate about continuous improvement and delivering high-quality services.
It is essential that you provide evidence and examples of proven experience in the following areas:
- Leading HR expert services and successfully delivering customer- and user-centred strategies and processes.
- Proven experience in leading and embedding transformative change in the delivery of HR services and striving to continuously improve that service.
- Proven ability to lead and develop a motivated, engaged, and high-performing team.
- Ability to build strong and effective relationships with senior internal and external stakeholders at all levels.
- Adept at complex problem-solving, ensuring that issues are data and evidence-led and proactive solutions are developed.
- Excellent communication skills with the credibility and interpersonal skills to command the trust and confidence of senior officials and stakeholders, and ability to translate complex information into meaningful, easily understood narrative.

Alongside your salary of £75,000, the Department of Health and Social Care contributes £21,727 towards your membership in the Civil Service Defined Benefit Pension scheme.
