Job Summary

We are seeking an experienced Facilities Operations Manager to join our team at Gleeson Recruitment Group. As a Facilities Operations Manager, you will be responsible for delivering exceptional service management, compliance, and health & safety of the outsourced FM services of Technical, Security, Cleaning and Specialist Services.

Key Responsibilities
  • Supervise and Maintain Operational Excellence: Supervise the day-to-day operation of the Centre/sites and maintain operational excellence.
  • Contract Management: Oversee and inspect contractors' work to monitor the performance of contracts and check that the agreed service level is being met.
  • Contract Review and Tender Process: Review contracts periodically and as necessary manage the tender process for procuring new contracts to achieve the best balance between cost and service quality.
  • Client Representation: Act on the client's behalf to raise any concerns with suppliers/contractors.
  • Service Level Agreements: Put in place Service Level Agreements (SLA's) and monitor performance.
  • Health and Safety: Ensure work is carried out in accordance with clients Health & Safety policy and procedures.
  • Maintenance Program: Manage the delivery of the maintenance program obtaining competitive quotes for works where necessary and working closely with on-site contractors for optimal resource deployment.
  • Helpdesk Management: Ensure the Helpdesk information is correct and up to date and review reports weekly and follow up to resolve as required.
  • Tenant Inspections and Fit-out Process: Support tenant inspections and the fit-out process for new lettings; contributing to the overall success of the Centre.
  • Financial Management: Manage within the financial restraints of the Service Budgets, tracking ongoing expenditure against budget and ensuring efficient communication of planned works at the Centre.
  • Quotation and Approval: Check and confirm quotations for works prior to approval.
  • Reporting: Construct and deliver monthly reports with the PM team/Centre Manager for the Centre.
  • Quality Assurance: Submit ad-hoc QA Audit sheets, conducted on works conducted.
  • PPM Forecasting and Planning: Ensure that all PPM is forecasted, planned, and implemented by the service provider.
  • Building Management System Review: Review building management system to assess how the electrical appliances in Waverley Market are operating and take action to correct if necessary.
  • Shop Fittings and Landlord Works: Assist with shop fit's and with agreed Landlord works.
  • Insurance Claims: Assist with insurance claims.
  • Health and Safety Compliance: Utilise the H&S platform of Quooda to report on Compliance across the site.
  • Health and Safety Management: Adopt the Health and Safety management plan and maintain health and safety standards.
  • Risk Assessment and Audits: Monitor compliance with Health and Safety regulations.
  • Action Points and Records: Carry out risk assessment and audits to ensure standards are maintained.
  • Disaster Planning: Manage the completion of any action points arising from assessments and audits to maintain health and safety compliance.
  • Record Keeping: Maintain records of assessments and audits.
  • Disaster Planning Procedures: Develop, maintain, and test disaster planning procedures to cover all emergencies.
  • Service Provider Management: Ensure the service providers maintain all management records such as: fire risk and water hygiene.
  • Meetings and Communication: Attend regular meetings with Client/PM Team to prioritise action required.
  • Innovation and Improvement: Be a trusted source of innovation for the client in service delivery.
  • Reporting and Review: Attend monthly review meetings with Team, providing H&S report and report to Cm, SFM, Surveyors and Client.
  • Cover and Holidays: Agree out of hours requirements and ensure adequate cover provide.
  • Cover and Notifications: Ensure adequate cover for holidays etc. and notify the CM, SFM & PM (and client if required)
Requirements
  • FM Experience: FM experience within shopping centre
  • Communication: Ability to commute to Waverley Market, Edinburgh at least 4 times per week
  • Qualifications: IOSH/NEBOSH
  • Facilities Management Qualification: Facilities Management qualification
