Benefits Supervisor

The Commonwealth of Virginia is seeking a highly skilled Benefits Supervisor to oversee the administration of government assistance programs. This is a critical role that requires strong leadership and management skills, as well as a deep understanding of public assistance programs.
Key Responsibilities- Supervise a team of eligibility specialists to ensure accurate and timely determination of eligibility for government assistance programs.
- Train and develop staff to ensure they have the necessary skills and knowledge to perform their duties effectively.
- Monitor case management services to ensure compliance with program regulations and policies.
- Develop and implement written guidelines for the delivery of case management services.
- Assign caseloads to staff and coordinate and monitor their activities.
- Hold individual and group conferences to review cases and problems.
- Review case records and evaluate the performance of staff members, recommending indicated action as necessary.
- Recommend hiring, disciplinary actions, transfer, promotion, and termination of personnel within the limits of appropriate statutes, rules, and regulations and policies.
- Develop performance standards and prepare corrective action plans.
- Represent the needs of eligibility staff to senior management.
- Prepare and implement internal operating policies and procedures.
- Interpret regulation, policy, and other program information changes to staff.
- Train new employees in areas such as agency policy, department procedures, and agency or government regulations.
- Determine staffing needs and make recommendations to management.
- Maintain records and prepare regular and special reports.
- Participate in developing and implementing agency administrative policy.
- Make decisions on controversial cases or present them for higher-level action.
- Authorize emergency assistance for applicants/recipients.
- Serve in a liaison capacity to other agencies and groups.
- Monitor program expenditures.
- Meet with community groups to discuss programs and resources and develop/maintain cooperative relationships with public and private entities.
- Considerable knowledge of current social, economic, and health issues and trends.
- Principles and practices of effective supervision.
- Public assistance programs, especially SNAP and Medicaid, policies and regulations.
- The literature in the field of eligibility determination.
- Casework supervision principles and practices.
- Effective interviewing techniques.
- Working knowledge of computer systems and standard office software.
- Direct experience as a Benefit Program Supervisor, Benefit Program Trainer, or senior-level experience in a social services environment.
- Bachelor's degree in the human services field and human services program experience in a lead or supervisory capacity.
- Extensive experience working with Public Assistance Programs and bilingual in English/Spanish.
- Applicants may be subject to a Criminal History Background search, Central Registry search, DMV/driving record check, and fingerprinting.
