Project Overview

We are looking for an expert evaluator to assess the effectiveness of the STEEP project, a community-developed framework for digital protectors. The evaluation will focus on the project's relevance, performance, efficiency, and sustainability from October 2024 to February 2025, remotely.

The STEEP project aims to make specialized technical expertise more widely available in contexts where at-risk communities need it most. This is achieved by upskilling digital protectors who have established trust with these communities.

Evaluation Objectives:
  1. Assess the project's relevance in addressing the needs and priorities of targeted beneficiaries and stakeholders.
  2. Assess the project's performance against expected outcomes using OECD DAC criteria.
  3. Examine the project's efficiency in using resources to deliver results.
  4. Identify early signs of lasting impact and assess potential sustainability of the Infuse framework.
  5. Provide actionable recommendations for potential future interventions.


Key Responsibilities:
  • Conduct a thorough evaluation of the STEEP project.
  • Develop a comprehensive report detailing the project's strengths, weaknesses, opportunities, and threats.
  • Presentation of the evaluation findings to stakeholders.


Estimated Salary: $9,000 - $11,000 USD per year.
