Job Summary

The Commonwealth of Virginia is seeking a highly skilled and dedicated Family Services Specialist III to join our team. As a key member of our Child Protective Services (CPS) program, you will play a critical role in ensuring the safety and well-being of vulnerable children and families.

Key Responsibilities
  • Monitor, coordinate, and administer specific assigned programs to ensure effective delivery of services.
  • Coordinate services within specific areas of responsibility, including Child Protective Services, Adult Protective Services, Foster Care, and Adoptions.
  • Develop and implement service plans to ensure the delivery of appropriate services to clients, including writing service plans and presenting cases to determine appropriate services.
  • Track expenditures, prepare and submit budget estimates, and ensure payment for services.
  • Interpret laws, policies, and regulations as applied to specific areas of responsibility, including investigating and interviewing techniques, legal procedures, and social, economic, and health problems.
  • Complete necessary federal, state, and local planning and reporting requirements.
  • Manage program waiting lists and provide case management services to monitor compliance.
  • Provide foster care casework services, including training foster parents and submitting progress reports to the court.
  • Refer families to treatment resources within the community and transport children to placements, meetings, therapy sessions, doctor and dental appointments, and for visitation with families.
  • Attend court, testify in court proceedings, and coordinate cases with attorneys.
  • Provide parent education and support for families in target populations and conduct intensive in-home counseling.
  • Prepare reports to referral sources regarding the status of various interventions and interview and assess clients to assign them to appropriate groups.
  • Inform clients of service programs and the rules and regulations, and their right to participate.
  • Conduct overall monitoring of programs in specific areas of responsibility and serve as a resource to clients and the community in areas of expertise.
  • Provide after-hours on-call coverage and respond to emergencies in child/adult protective services and/or foster care.
  • Perform investigative duties, including screening referrals for validity, interviewing all parties involved, and assessing immediate and long-term dangers/risks to children.
  • Develop written service plans documenting goals, objectives, and details of the services provided for each case.
  • Provide program administration and caseload management services, conduct visits and maintain contact with other professionals, and accompany victims and their families to court appearances.
  • Serve as support for the family, file petitions, testify in criminal and civil cases, prepare court-ordered home assessments and custody home studies, establish and maintain case records, code, enter, and update new and ongoing cases in the state computer information system, and represent the agency at various functions.
Requirements
  • Minimum of a Bachelor's degree in a Human Services field or a Bachelor's degree in any field with a minimum of two years of appropriate and related experience in a Human Services area.
  • Considerable experience in assigned program areas and completion of required training programs or an equivalent combination of training and experience that provides the required knowledge, skills, and abilities.
  • Possession of a BSW or MSW degree and a Commonwealth of Virginia Social Worker license are desirable.
Preferred Qualifications
  • Possession of a BSW/MSW/Commonwealth of Virginia Social Worker license.
  • Experience working in CPS or In-Home Services as a Family Services Specialist in a local VA DSS.
  • Experience working with community partners, including law enforcement, Commonwealth Attorney, Courts, school systems, Community Services Board, medical professionals, Mental Health Providers, and licensing.
  • Bilingual English/Spanish skills or bilingual skills in any language.
Special Requirements
  • Applicants will be subject to a Criminal History Background search, Central Registry search, DMV/driving record check, and pre-employment drug/alcohol screen.
  • The investigation may include fingerprint checks, employment verification/references & credit checks (relevant to employment), and other checks requested by the hiring authority.
  • All offers of employment are contingent upon satisfactory results of the required checks and screenings.
  • Employee must be willing to work in the community emergency shelter in the event of a natural disaster or emergency.
  • Employee must be willing to provide after-hours on-call services for CPS, APS, and FC.
