Clinical Lead for Learning Disabilities and Autism

The successful candidate will be responsible for deputising for the Head of Complex Care across Bristol, North Somerset and South Gloucestershire (BNSSG) and supporting the management of BIRU, Joint Funding, MCA, BI and Court of Protection work streams.
They will work closely with the management team to ensure the delivery of the Funded Care Service across BNSSG, ensuring the people of BNSSG experience the best possible quality of services, clinical outcomes and patient experience when they interface with health and care providers.
Main Responsibilities- Deputise for the Head of Complex Care when required.
- Provide commissioning and clinical oversight of case management for complex funded healthcare adults.
- Provide a skilled and specialist comprehensive assessment of care needs for clients.
- Act as patient advocate for complex and vulnerable client group.
- Monitor and review care for own caseload.
- Provide oversight and allocation of caseload to the case management team.
- Undertake to provide care plans where appropriate with consultation from other professionals.
- Support the development and implementation of personalized care plans across BNSSG funded care.
- Ensure care is appropriately delivered by reassessing in all settings i.e. hospital, nursing, residential or at home.
- Use a risk management approach to case management of funded care individuals.
- Provide line management and associated tasks for the case management team.
- Upskill and develop staff to deliver effective case management.
- Support the management team to provide clinical leadership across funded healthcare.
- Work with commissioners, staff and other agencies to ensure clinical suitability of providers and provision of care to meet complex health needs to ensure appropriate use of NHS resources.
- Provide clinical expertise to ensure continuous improvement in access, quality and value for money, through implementation of the national framework; representing best value and quality for those in receipt of continuing healthcare.
- First level registered nurse current with NMC or registered healthcare professional with the HCPC (Allied Health Professional)
- Educated to degree level in relevant subject or equivalent level qualification or significant experience of working at a similar level in specialist area.
- Post-graduate degree in Management/leadership studies or equivalent.
- Significant experience of successfully operating in a politically sensitive environment.
- Evidence of continued professional development.
- Demonstrated experience of co-ordinating projects in complex and challenging environments.
- Experience of managing risks and reporting.
- Experience of drafting briefing papers and correspondence for CHC management team.
- Demonstrated experience in a Healthcare environment.
- Access relevant clinical supervision and provide supervision for less experienced practitioners of all professions.
- Maintain an awareness of the Care Act 2014, Mental Capacity Act 2005 and Deprivation of Liberty Safeguards and their impact upon care provision.
- Demonstrate extensive knowledge of CHC and FNC to others based on the legal and policy framework.
- Learning disability registered nurse.
- Experience of monitoring budgets and business planning processes.
- Understanding of the public sector.
- Knowledge of project principles, techniques and tools, such as Prince 2 Foundation and Microsoft Project.
- Ability to prepare and produce concise yet insightful communications for dissemination to senior stakeholders and a broad range of stakeholders as required.
- Experience of creating and giving presentations to a varied group of internal and external stakeholders.
- Able to communicate difficult decisions of a sensitive and contentious nature whilst maintaining a professional manner.
- Ability to make fair decisions in emotive situations, being open to other peoples' opinions whilst communicating at the highest level in an open and honest manner.
- Use highly developed negotiation and persuasion skills to develop complex situations to resolutions.
- Ability to analyse very complex issues where material is conflicting and drawn from multiple sources.
- Demonstrated capability to act upon incomplete information, using experience to make inferences and decision making.
- Experience of setting up and implementing internal processes and procedures.
- Conduct regular audits into the quality of eligibility decisions ensuring consistency and clarity of decisions in line with the National Framework.
- Support a positive learning environment where skills and knowledge can be shared using a variety of media thereby developing a culture of continuous improvement and development in practice.
- Maintain personal professional competency and development.
- Demonstrated capability to plan over short, medium and long-term timeframes and adjust plans and resource requirements accordingly.
- Experience of setting up and implementing internal processes and procedures.
- Ability to prioritise in order to support delivery of measurable programme outcomes.
- Ensure projects and initiatives are supported to deliver on time, to quality standards and in a cost effective manner.
- Support the development of performance and the development of improvement programmes in accordance with priorities.
- Support the determination of short, medium, and long term business plans, achieving quality outcomes.
