Job DescriptionMain Purpose of the Role
The Commission Manager will be responsible for delivering end-to-end service delivery, ensuring that client objectives are met through effective cost management. This role involves handling commissions of varying sizes, typically ranging from £5m to £10m.
Key Responsibilities
- Assist in feasibility studies and write procurement reports
- Estimate and cost plan, including producing and presenting the final cost plan, utilizing relevant cost management tools and services
- Tender and procure, including managing the pre-qualification stage, producing the tender list, producing the preliminaries, tender analysis, producing the tender report, and compiling the contractual documents
- Conduct contract administration, including dealing effectively with post-contract cost variances and change control processes
- Take personal responsibility for making cost checks and carrying out valuations on larger projects, ensuring timely and accurate cost checking and valuation
- Produce monthly post-contract cost reports and present them to the client
- Negotiate and agree final accounts
- Interface with the client, Project Manager, and other consultants at all project stages
- Collaborate with Turner & Townsend's project management team during project delivery
- Lead a cost management team, ensuring they deliver on all accountabilities
- Utilize our full suite of bespoke digital cost management tools and services
- Implement our Embodied Carbon Calculator, a bespoke carbon accounting tool, to produce carbon footprint reports
- Support the execution of our NewLeaf strategy
- Manage internal fees, internal job costing, and resourcing requirements
Marketing and Business Development
- Identify opportunities to develop new business with existing clients
- Develop and maintain a professional network of peers and potential clients
- Assist in the production of bid documentation
- Identify ways to improve cost management procedures, templates, and products
- Participate in extracurricular activities, including external groups, networking, and CPD events
Internal Management Accountabilities
- Knowledge management - Ensure key information and learning generated from each commission is input into the Turner & Townsend internal database
- Process improvement - Identify ways to improve internal systems and processes
- Assist in the support, development, and mentorship of junior staff members
Reporting
The Commission Manager will report to a Senior Cost Manager or Associate Director.
Key Performance Indicators
- Commissions are managed to the right quality standards and completed efficiently and on time
- Service delivery on commissions is in line with the conditions of appointment
- Good relationships are developed with clients and members of the cross-functional team
- The individual works as an effective member of the cost management team
- Opportunities are identified to develop new business with existing clients
- Margins are kept track of on all commissions
- Key information and data are effectively cascaded and appropriately retained
The Ideal Candidate
- Ability to work with autonomy

- Working towards or recently achieved Chartered Status
- Confident and professional manner
- Highly organized and able to prioritize own workload
- Ability to collaborate and build relationships across the business
- Ability to work well under pressure
Qualifications
- Minimum BSc in Quantity Surveying or similar
- Demonstrable experience delivering cost management services in healthcare or the life sciences sector
- Working towards or full membership of RICS (MRICS), ACostE, or equivalent professional qualification (desirable)
- Knowledge of NEC forms of contract would be beneficial
