Job Title: Attendance Improvement Officer

Leeds City Council is seeking a highly skilled Attendance Improvement Officer to join our team. As an Attendance Improvement Officer, you will play a crucial role in ensuring that children of compulsory school age, their families, and schools receive and access quality support to achieve maximum attendance in learning environments.

About the Role

This is a varied role that requires you to work as part of a team, collaborating with a range of different agencies and supporting families to access education. You will have your own caseload and work with many different schools to guide them in all matters attendance.

Key Responsibilities
  • Advise families, schools, and other agencies on statutory requirements and good practice in relation to school attendance and provide support, advice, and guidance to enable parents/carers to meet statutory requirements.
  • Commence legal action when statutory responsibilities regarding school attendance are not being met.
  • Commence legal action when a child/young person is not in receipt of a suitable education.
  • Record and compile appropriate, accurate, up-to-date evidence on PSS to initiate legal proceedings, provide legal reports to Attendance Team Managers, and to give evidence in court as required.
  • Assist individual schools where appropriate to analyze attendance records and improve attendance monitoring systems.
  • Provide training on attendance processes to school staff and other services.
  • To take responsibility for managing attendance-related cases, working closely with Attendance Team Managers and other colleagues in the implementation of any statutory duties and legal orders.
  • Attend and chair multi-agency meetings in relation to attendance matters.
  • Contribute to the development and implementation of partnership working arrangements in relation to strategies to improve school attendance utilizing restorative approaches.
  • Take a lead professional role in fully utilizing reintegration strategies for children missing or not in education with specific work alongside the EHE team and CME team to ensure locally agreed procedures are followed.
  • Ensure safeguarding matters are considered in all aspects of work and provide advice and support to schools, other education settings, and staff in respect of safeguarding issues, including attendance at child protection conferences, reviews, and core group meetings.
  • To undertake other duties commensurate to the post as required by the Service.
  • To comply with the requirements of all Leeds City Council policies, procedures, and staff instructions, including responsibilities under the Health and Safety Policy and Procedures.
  • To actively promote and support Leeds City Council's Policies on Equal Opportunities and to work in an anti-oppressive manner.
Requirements
  • Excellent interpersonal skills able to communicate with professionals, parents, and young people using restorative approaches to ensure effective outcomes.
  • Ability to work independently as well as co-operatively with the team and other agencies.
  • Able to give written and verbal advice and guidance to parents and other professionals regarding statutory requirements for school attendance.
  • Ability to use IT systems to ensure effective recording and report writing.
  • Excellent ability to undertake assessment of needs.
  • Ability to manage a caseload and adapt to meet the challenges of a fast-paced working environment.
  • Knowledge of policies, procedures, and the Statutory framework relating to children and young people in respect of school attendance and Keeping Children Safe.
  • Knowledge of the factors impacting on poor school attendance and the impact of the local context, for example, relating to culture, diversity, and inclusion.
  • Knowledge of Learning Inclusion services and other agencies and how they can support improving school attendance.
  • Knowledge of the organisational context of the Attendance Service and relevant Support Services.
  • Knowledge of Child Protection/Safeguarding children policies and procedures.
  • Knowledge of the value of multi-disciplinary approach to problem-solving.
  • Experience of working with children, young people, parents, and professionals in settings where a high support, high challenge approach is required.
  • Experience of providing advice, consultation, and support to schools or other settings and staff in respect of child protection and of evaluating risk of abuse, failure to protect, and risk of causing harm to self or others.
  • Experience of working alongside agencies, schools, and/or clusters to undertake assessments such as Early Help Assessments, developing and implementing support plans, being the lead professional where appropriate.
  • Experience of chairing multi-agency meetings.
  • Experience of keeping accurate, up-to-date records of casework, action plans, and preparing progress reports, making full use of electronic recording as required.
