Job Title: Infrastructure Delivery Leader

Location: Wiltshire, UK

Contract Type: Interim, 6 months initially

Salary: Circa £77 per hour/£575 per day (Inside IR35)

The Spencer Clarke Group seeks a highly experienced Infrastructure Delivery Leader to manage the Highways and Transportation portfolio on behalf of a local authority client.

This pivotal role involves leading and managing a diverse range of operations, including Highways Asset Management, maintenance, Traffic Management, Transportation, and parking services. With a strong focus on innovation, customer service, and compliance, the successful candidate will deliver high-quality, efficient, and sustainable infrastructure services.

Key Responsibilities
  • Lead the Council's Highways and Transportation functions, ensuring alignment with national and local priorities.
  • Develop and implement strategies that drive service improvements and enhance customer satisfaction.
  • Oversee day-to-day operations of the Highways and Transportation portfolio, managing resources effectively to deliver high-quality services.
  • Ensure compliance with regulatory requirements and maintain high standards across highways operations.
Requirements
  • Proven senior management experience in Highways and Transportation or a related field, ideally within a local authority or public/private sector environment.
  • Strong track record in contract management and delivery of major public realm infrastructure projects.
  • Extensive knowledge of highways asset management, traffic management, transportation, and regulatory compliance.
  • Proficiency in programme and project management techniques, such as PRINCE2 Practitioner or equivalent.
  • Degree in a relevant discipline (e.g., Civil Engineering, Transportation).
  • Membership or eligibility for membership in a relevant professional body (e.g., ICE, CIHT, IHE).
  • Evidence of continuing professional development and leadership training.
