Job Description

We are seeking an experienced leader to join our team at dnevo Partners as an Interim Head of Service (Parking). The successful candidate will be responsible for leading, managing, and improving parking services for the borough. This role involves delivering operational leadership, ensuring financial and operational effectiveness, and aligning services with the borough's strategic objectives.

Key Responsibilities:

  • Provide strong, visible leadership that reflects Council values and promotes a positive work environment.
  • Lead operational delivery, focusing on financial and project management to meet Council expectations and drive continuous improvements.
  • Manage a large team, fostering motivation, development, and performance management to build high-performing teams and achieve business objectives.
  • Lead capital and revenue budget management, ensuring resources are optimised for cost-effectiveness and value for money.
  • Oversee service projects, including scoping, planning, and delivery within agreed schedules and budgets.
  • Lead procurement and manage contractors and suppliers, ensuring compliance with contracts and maximising commercial benefits.
  • Develop and implement business plans, setting clear targets for service performance and leading interventions to address any shortfalls.
  • Ensure adherence to governance, including audit, procurement, risk management, and health & safety.
  • Champion service reform and modernization initiatives, driving continuous improvement and excellence in service delivery.
  • Act as an advisor to the Council's leadership, offering expert advice on parking operations, policies, and service delivery.
  • Represent the Council in key external partnerships and engage with organizations such as TfL, GLA, and other local authorities.

Qualifications and Experience:

  1. Senior management experience in a high-transaction frontline service environment.
  2. A proven ability to drive performance improvements with tangible outcomes for customers.
  3. Demonstrated expertise in resource management, efficiency, and commercial skills.
  4. Experience in managing complex IT systems to support high-volume services.
  5. Proven success in managing large-scale projects, ensuring financial and service targets are met.
  6. Experience in policy development and providing strategic advice.
  7. Proven experience in promoting and managing diversity within the workforce.
  8. Strong operational experience, combining creativity and practical expertise in service delivery.
  9. Excellent judgment and decision-making in high-pressure environments with limited resources.
  10. Proven understanding of best practices in customer services and operational delivery.
  11. Experience in using modern technology to streamline and improve service delivery.
  12. Thorough knowledge of relevant legislation for service management.
  13. Demonstrated leadership and performance management, including addressing underperformance.
  14. Financial expertise in managing large-scale capital and revenue budgets.
  15. Commercial and analytical skills for service improvement and revenue generation.
  16. Successful procurement and contract management experience.
  17. Exceptional communication and presentation skills.
  18. Ability to inspire, mentor, and develop individuals and teams.
