Job Summary

The Commonwealth of Virginia is seeking a highly skilled and experienced professional to fill the role of Procurement Operations Manager. This position will be responsible for supporting the University's mission by applying technical knowledge of specific programs associated with procurement applications.

Key Responsibilities
  • Procure routine goods and services at a reasonable cost, in a timely and professional manner.
  • Administer service support to the end users and vendors in compliance with state laws and regulations, and University policies and procedures.
  • Perform technical research and work with the Director on program assessments.
  • Manage department budgets and develop reports.
  • Provide administrative and research support to the Director, Associate Director, Procurement Managers, and staff in day-to-day operations and processes.
Requirements
  • Significant knowledge and experience with spreadsheets and database software, including Microsoft Office Suite (Word, Excel, Access, and PowerPoint).
  • Proficient in the use of standard office equipment including personal computers.
  • Experience in handling multiple tasks and prioritizing accordingly.
  • Ability to work independently and to communicate in a highly professional manner, both verbally and in writing.
  • Knowledge and experience with conducting departmental audits.
  • Knowledge and experience with conducting methods of quantitative research and analysis and writing work-related reports.
  • Experience improving business processes.
Preferred Qualifications
  • Knowledge and experience with automated financial systems and e-procurement.
  • Knowledge and experience with governmental procurement law, policies, and procedures.
  • VCA.
