Job Summary

We are seeking a highly skilled Capital Procurement Manager to join our team at the Commonwealth of Virginia. As a key member of our Facilities Management team, you will be responsible for serving as the contracting procurement officer for construction projects.

Key Responsibilities
  • Develop and solicit contracts using the IFB and RFP processes as defined in the CPSM
  • Act as the agency VCCO, developing and training in policies, and serving as the contract administrator on NSU contracts for construction
  • Attend project meetings with the Project Manager to ensure all contractual obligations are being met
  • Maintain all contract records in accordance with established APA standards and NSU Internal records retention policies
  • Provide statewide support for statewide contracts, including telephone support for public bodies on the use of contracts
  • Develop SWAM outreach programs and workshops, working with other state agencies to develop SWAM contracts for construction and facilities opportunities
Requirements
  • VCO/VCCO certification
  • Valid Driver's License required
  • Experience in writing IFBs and RFPs and contract administration of contracts
  • Working knowledge of time and material procurements and contracts
  • Working knowledge of computer-based purchasing systems
  • Considerable knowledge of agency cost codes, account codes, and accounting practices
  • Extensive knowledge of the Construction and Professional Service Manual and Bureau of Capital Outlay process
  • Extensive knowledge of construction principles and practices, ability to read design documents and specifications
  • Considerable knowledge in the development of policies and training in same
Preferred Qualifications
  • Professional certification (VCCO) certifications preferred
  • Education in engineering and/or architecture preferred and/or experience in construction and facilities needs demonstrating the required KSAs
