Key Responsibilities- Property Valuations and Acquisitions: Undertake valuations, acquisitions, disposals, management, and development of commercial properties and housing developments.
- Compulsory Purchase Orders: Take the lead on compulsory purchase orders to support Council projects.
- Land and Property Investigations: Undertake land and property investigations, lead on reviews of property portfolios and investments, including option appraisals and feasibility studies.
- Property Valuations: Undertake rental and capital property valuations.
- Project Assessments: Undertake project assessments to determine commercial viability, including the production of maps and plans.
- Property Management: Undertake periodic schedules in connection with rent reviews, lease renewals, assignments, covenant controls, consents for building works, legal transaction sheets, routine committee reports, variations in use or selling lines of properties, etc.
- Database Management: Work with other service departments in developing and maintaining the Corporate Asset Management database.
- Negotiations and Transactions: Undertake negotiations relating to acquisitions, disposals, leases, licenses, and other new land and/or property agreements. Prepare legal instructions and monitor the progress of transactions from the outset through to completion.
- Advice and Support: Provide advice on land and property matters, supporting the management of the Council's property portfolio, undertaking and/or advising on rent reviews, leases, licenses, acquisitions, disposals, lease renewals, easements, and any other general estates management instructions.
- Council Investments: Support and lead work streams providing advice in relation to Council investments.
- Property Management: Organize, monitor, and undertake the management of properties, arranging repair and maintenance works that are the Council's responsibility as Landlord and to ensure vacant properties are secure, safe, and in reasonable condition.
- Funding Bids: Assist and provide commercial support in relation to Council, land, and/or property funding bids as required.
- Record Keeping: Update land and property records within the corporate property database, invoicing tenants and customers as relevant, dealing with property and land enquiries from the public, internal departments, and external professionals.
- Team Support: Support the work of the whole Growth and Prosperity Team and provide project and assistance support as required.
- Property Data and Title Investigations: Reference property data and title investigations in order to develop the Council's existing land and property portfolio.
- Deputising: Deputise for the Head of Investment at meetings, as and when required.
- Chartered Surveyor Status: Hold Royal Institution of Chartered Surveyors Registered Valuer Status.
- Driving Licence: Full Driving Licence.
- Commercial Property Knowledge: Significant knowledge and understanding of the commercial property market.
- Property Legislation: Significant knowledge and understanding of property legislation including Landlord and Tenant Act 1954.
- RICS Valuation Standards: Substantial knowledge and working understanding of current RICS Valuation Global Standards, UK National Supplement, Professional Standards, and Practice Guidance.
- Property Management Activities: Substantial knowledge and understanding of property management activities including; rent reviews, lease renewals, new lettings, licenses, acquisitions, and disposals.
- Best Value and Localism Act: An understanding of Best Value, Well Being Powers (Localism Act) and how they apply to Section 123 of the Local Government Act.
- Procurement and Financial Regulations: Knowledge of procurement procedures and codes of practice as well as financial regulations, contract administration, and local government or similar organisation procedures/processes.
- Public Policy and Financing: Knowledge and understanding of public policy, public financing especially in a land and property setting.
- Salary: £49,498- £54,718 (possible market supplement for exceptional candidates).
- Working Hours: 37 hours per week.
- Flexible Working: Flexible hybrid working - wfh 2 days per week.
- Annual Leave: 26 days annual leave rising to 31 days after 10 years continuous service.
- Flexi Leave: Up to 12 days Flexi Leave per year once accrued (1 day allowed per calendar month).
- Bank Holidays: 10 bank holidays.
- Salary Sacrifice Car Scheme: Subject to eligibility.
