Position Overview

NHS Blood and Transplant is dedicated to ensuring that every patient receives the necessary donations. Our workforce is essential in achieving this goal, and we are seeking a Programme Director with proven expertise in managing estate-related transformation initiatives. This is an exciting opportunity to join our organization during a pivotal time, where you will be instrumental in making impactful decisions and executing significant changes that enhance our life-saving services.

Your primary responsibility will be to lead and guide cross-functional teams, collaborating with various stakeholders to implement our transformative projects. A key focus will be on the development of a crucial site that serves as an office and laboratory for multiple teams.

You will be tasked with establishing the groundwork for sustainable change, working closely with our Estates team, staff representatives, employee networks, senior management, and board members. This includes implementing a governance framework that promotes transparent decision-making, supported by credible plans and a solid business case that garners support from our personnel. You will report to the programme's senior responsible owner and the Chief Finance Officer, leading the Transformation team to ensure that strategic decisions align with NHSBT's long-term objectives and the Estates Strategy.

Key Responsibilities

In this role, you will oversee a large-scale transformation programme, ensuring it aligns with NHSBT's strategic vision. Your key duties will include:

  • Evaluating and delivering programme outcomes and benefits.
  • Managing the design and execution of change impact strategies to minimize disruption, ensure high adoption rates, and sustain improvements.
  • Guaranteeing timely and budget-compliant delivery in accordance with the business case and programme timelines.
  • Overseeing programme governance, addressing risks and challenges, maintaining change controls, and identifying broader implications.
  • Supporting the Senior Responsible Owner by guiding programme development and resolving issues within the leadership structure.
  • Building a high-performing, accountable team focused on achieving results.
  • Continuously aligning resource capacity and capabilities with programme demands, managing competing resource requests.
  • Fostering stakeholder relationships to secure support for programme objectives and effectively communicating these goals.
  • Maintaining relationships with stakeholders at all levels, including the Board.
  • Identifying opportunities for quality enhancements and service improvements.
  • Collaborating with external partners, including suppliers, to create an environment conducive to meeting programme requirements.
  • Managing the programme budget while seeking opportunities for efficiency and value.

Travel and time away from the base may be required, including irregular hours and overnight stays as necessary.

Candidate Profile

Experience and Knowledge

  • Experience in leading estate and workplace development programmes is advantageous.
  • Proven track record in designing and implementing large-scale, complex estate and cultural change programmes from inception to completion.
  • Extensive experience in leading, influencing, and motivating diverse teams to achieve programme outcomes.
  • Experience in providing escalation and resolution points for programme risks and monitoring issues across complex programmes.
  • Experience in supplier negotiations to ensure value from services and assets.
  • Demonstrated ability to create detailed mandates, business cases, and project briefs for executive-level scrutiny.
  • Proven expertise in planning and executing major business process changes and service reconfigurations.
  • Knowledge of managing project and programme budgets and contributing to financial forecasts.
  • Significant experience in applying project management practices, tools, and techniques, including quality, risk, and issue management.
  • Experience in establishing effective governance structures with clear roles and responsibilities.
  • Experience in conducting reviews at key assurance points throughout the project lifecycle.
  • Commitment to capturing lessons learned and applying them for continuous improvement.

Qualifications and Training

  • Master's degree or equivalent qualification.
  • Postgraduate study in leadership and management or equivalent senior-level experience.
  • Recognized qualifications in project and programme management methodologies such as Agile, PRINCE2, or MSP.
  • Commitment to ongoing professional development.
  • Postgraduate study in finance management or equivalent knowledge and experience.
