This is an exciting opportunity to influence significant changes that enhance our life-saving services.
In this role, you will spearhead and guide cross-disciplinary teams, collaborating with various stakeholders to implement our transformative projects. A primary focus will be on the development of a vital facility in Colindale, London, which serves as an essential office and laboratory space for several of our teams. Regular onsite presence will be required for this initiative.
You will be responsible for establishing the groundwork that fosters enduring change, working closely with our Estates team, team representatives, staff networks, senior management, and board members. This includes managing a governance framework that promotes transparent decision-making, credible planning, and a solid business case that garners support from our personnel. You will report to the programme's senior responsible owner and the Chief Finance Officer. Additionally, you will lead the Transformation team to ensure that strategic decisions made within the Colindale Investment Programme align with NHS Blood and Transplant's long-term strategic goals and the Estates Strategy.
Key Responsibilities
In this capacity, you will oversee a large-scale transformation initiative, ensuring it aligns with NHS Blood and Transplant's strategic objectives. Your main responsibilities will include:
- Evaluating and delivering programme outcomes and benefits.
- Supervising the design and execution of change impact strategies to minimize disruption, ensure high adoption rates, and sustain changes.
- Guaranteeing timely and budget-compliant delivery in accordance with the business case and programme plans.
- Managing programme governance, addressing risks and issues, maintaining change controls, and identifying broader impacts.
- Assisting the SRO by guiding programme development and resolving issues within the leadership structure of the Colindale Investment Programme.
- Cultivating a high-performing, accountable team focused on achieving results.
- Continuously aligning resource capacity and capability with programme needs, managing competing demands for shared resources.
- Leading stakeholder engagement to secure support for programme objectives and effectively communicating these.
- Maintaining relationships with stakeholders at all levels, including the Board.
- Identifying opportunities for quality and service enhancements.
- Collaborating with external organizations, including suppliers, to foster an environment conducive to meeting programme requirements.
- Overseeing the programme budget while seeking opportunities for efficiency and value optimization.
Travel and time away from the base may be required, which could involve working irregular hours and overnight stays with prior notice.
Candidate Profile
Experience and Expertise
- Proven experience in leading estate and workplace environment development programmes is advantageous.
- Demonstrated ability to design and implement large-scale complex estate and cultural change programmes from inception to completion, including benefits realization.
- Extensive experience in leading, influencing, and motivating diverse specialists across multiple teams to achieve programme outcomes.
- Experience in providing escalation and resolution points for programme risks and issues while monitoring risks across large complex programmes and portfolios.
- Proven track record in leading supplier negotiations to ensure value from services and assets.
- Extensive experience in creating detailed mandates, business cases, and programme/project briefs for Board and Executive level scrutiny and approval.
- Strong knowledge and experience in planning and implementing major business process changes, service reconfigurations, and/or new applications.
- Proven knowledge of working across a supply chain and understanding the associated programme impacts.
- Experience in maximizing opportunities to realize measurable benefits from investments.
- Knowledge and experience in managing project and programme budgets, contributing to financial forecasts, and driving initiatives.
- Significant experience in applying project and programme practices, tools, and techniques, utilizing effective quality, risk, and issue management strategies.
- Experience in designing and implementing effective governance structures with clear roles and responsibilities for the programme team.
- Experience in planning and managing reviews at appropriate assurance points throughout the project lifecycle to evaluate progress against time, cost, quality, compliance, and ongoing viability.
- Commitment to capturing lessons learned throughout the lifecycle and applying previous insights to ensure continuous improvement.
Qualifications and Training
- Educated to a master's degree level or equivalent qualification.
- Postgraduate study in leadership and management or equivalent senior-level experience.
- Recognized qualifications in project and programme management methodologies such as Agile, PRINCE2, or MSP.
- Demonstrated commitment to ongoing professional development (CPD).
- Postgraduate study in finance management or equivalent knowledge and experience.
