Overview

The Scottish Government is committed to enhancing its digital services as outlined in the digital strategy "A Changing Nation: How Scotland Will Thrive in a Digital World." This position is crucial for developing shared platforms that can be utilized across the public sector. The role is situated within the Cloud and Digital Services Division, which is part of the Digital Directorate of the Scottish Government. This division is dedicated to creating common platforms and technological components aimed at improving the efficiency of public service delivery throughout Scotland.

The ScotPayments team consists of a diverse group of professionals focused on transforming the way the Scottish Government manages financial transactions. The primary objective of the team is to design, implement, and oversee a dependable, unified payments service that operates on a common payments platform. This encompasses managing various transactions, including the disbursement and receipt of funds from businesses, charities, citizens, and governmental bodies.

Currently in the beta phase, the ScotPayments team is concentrating on outbound payments for key partners. To facilitate the next stage of development, a Product Manager is required. The successful candidate will join this dynamic and agile environment, playing a pivotal role in delivering an operational payment platform. Key responsibilities include engaging with users, developing strategies, and establishing support frameworks to ensure the successful live operation of outbound payments for selected organizations.

DDaT role offering a Pay Supplement of £5,000 after a qualifying period

Responsibilities

  • Product Management - Oversee Multiple Workstreams: Manage various or complex products within the ScotPayments team, ensuring effective delivery and alignment with strategic objectives.
  • Backlog and Roadmap Management: Maintain and prioritize the product backlog while developing the product roadmap to ensure timely delivery of features and enhancements.
  • Leadership and Decision Making: Provide support for technical architecture by leading the evaluation, selection, and delivery of common components that underpin the program's technical framework.
  • Agile and Lean Practices: Mentor and guide teams in Agile and Lean methodologies, determining the most suitable approach for the team and assessing it throughout the project lifecycle.
  • Strategic Thinking: Employ strategic thinking to deliver optimal services for end users, proactively identifying and addressing constraints.
  • Stakeholder Engagement: Collaborate with stakeholders to gather insights, manage expectations, and ensure alignment with business goals.
  • Influence and Coaching: Inspire, challenge, and mentor team members and stakeholders to drive product success.
  • Performance Monitoring: Define and track key performance indicators (KPIs) to assess product success and identify opportunities for improvement.
  • Continuous Improvement: Implement feedback mechanisms and conduct regular reviews to refine product features and processes.
