Role Overview

Department: Housing and Land

The Housing and Land division is dedicated to executing the Mayor's vision for developing new and enhanced housing solutions while fostering robust communities. In collaboration with local authorities and stakeholders, we oversee the Mayor's housing investment strategies and manage land and property resources to facilitate the construction of affordable housing, stimulate job growth, and promote urban regeneration.

Position Summary

Every resident in London deserves a secure living environment. The unfortunate incident at Grenfell Tower highlighted a critical and urgent issue, revealing that numerous buildings across the city and the nation contain hazardous materials in their external wall systems, alongside various fire safety challenges. In response, the government has initiated several measures, including the establishment of a Building Safety Programme, aimed at ensuring the safety of these structures.

The Building Safety Team within the Greater London Authority (GLA) is tasked with managing the Building Safety Programme for London on behalf of the government. We collaborate with a range of stakeholders to expedite the remediation of unsafe buildings. While many property owners are making swift progress to ensure safety, we recognize that remediation efforts in other cases may be lagging. Although the GLA does not serve as an enforcement agency, we actively seek to support enforcement actions from government bodies, the London Fire Brigade, and local councils.

We are seeking a Principal Project Officer to join the GLA's Building Safety Team.

Key Responsibilities
  • Oversee the delivery and advancement of existing and new building safety initiatives that align with Mayoral commitments, ensuring adherence to performance targets, budgetary constraints, and quality standards.
  • Manage the formulation, execution, and daily operations of the GLA's strategy for enforcing building remediation in London.
  • For all projects within your portfolio, conduct ongoing management, monitoring, verification, documentation, analysis, and reporting on:
    • Financial performance, outputs, and outcomes to guarantee the achievement of targeted results and program objectives within budget while ensuring overall value for money.
    • Quality assurance and compliance through regular monitoring and auditing of activities and supporting documentation from delivery partners and their subcontractors.
    • The accuracy and eligibility of claims, ensuring compliance with external funding bodies' management information and monitoring requirements.
    • Progress against milestones, financial targets, and output outcomes, addressing delivery and quality concerns promptly.
    • Risks and issues, ensuring awareness and understanding while implementing timely mitigations.
  • Facilitate the development of building safety projects and programs in collaboration with key stakeholders.
  • Collaborate with the broader GLA Building Safety Unit to inform the establishment of initial priorities for the remediation of unsafe buildings in London.
  • Identify and report on risks and issues as necessary, leading the resolution of operational, contractual, and performance challenges as they arise.
  • Manage relationships with internal and external stakeholders and key partner agencies involved in projects within the Building Safety Unit.
  • Effectively supervise, lead, and develop a small team to achieve the objectives of individual projects or programs.
  • Prepare and present reports, briefs, and recommendations on critical issues and actions to facilitate executive understanding and decision-making.

Candidate Profile

Essential Experience and Skills:

  • Proven experience in delivering programs within a political context, including management through multiple third parties and contract oversight.
  • Strong project management skills, including planning, financing, risk management, and evaluation.
  • Experience in leading and managing teams, addressing performance issues, and nurturing talent.
  • Well-developed IT skills, with solid experience in financial management systems and excellent report writing capabilities.
  • Experience in managing senior-level stakeholder relationships within complex political or business environments.
  • A solid understanding of building safety issues and housing dynamics in London.
