The Housing and Land division is tasked with executing the Mayor's vision for delivering enhanced housing solutions and fostering resilient communities.

In collaboration with local authorities and partners, we oversee the Mayor's housing investment initiatives and manage land and property assets to facilitate the construction of affordable housing, stimulate job growth, and promote urban regeneration.

Every resident in London deserves a secure living environment.

The incident at Grenfell Tower in 2017 highlighted a critical and urgent issue, revealing that numerous buildings in the city and nationwide contained hazardous materials in their external wall systems, alongside other fire safety risks.

In response, the government has implemented various measures, including the establishment of a Building Safety Programme, aimed at ensuring the safety of these structures.

The Building Safety Team within the Greater London Authority is responsible for managing the Building Safety Programme for London, on behalf of the government.

We collaborate with multiple stakeholders to expedite the remediation of buildings.

While many property owners are actively working to enhance safety, we recognize that remediation in certain buildings is progressing more slowly than anticipated.

Although the GLA does not serve as an enforcement agency, we evaluate how best to support enforcement actions from government bodies, the London Fire Brigade, and local councils.

We are seeking to appoint a Principal Project Officer to join the GLA's Building Safety Team.
In this capacity, you will spearhead the GLA's efforts in supporting enforcement actions related to building safety.

This role will require you to cultivate relationships with key stakeholders (including DLUHC's Recovery Strategy Unit, the London Fire Brigade, and local councils), providing strategic insights to bolster enforcement decisions, and coordinating the gathering of operational materials and evidence to guide enforcement initiatives.

Our ideal candidate is self-driven and proactive, possesses strategic thinking capabilities regarding policy development, identifies risks and mitigations early, and demonstrates exceptional stakeholder influence.

As you will oversee a team member, our ideal candidate will also exhibit strong leadership and management skills.

While familiarity with the housing, construction, or building safety sectors is advantageous, it is not mandatory, and we encourage applications from individuals with relevant experience in other sectors to bring valuable expertise to these roles.

The GLA team offers a comprehensive training and onboarding program to familiarize you with key issues related to building safety, along with broader learning and development opportunities to foster individual growth and expertise.

Oversee the delivery and development of existing and new building safety initiatives that align with Mayoral commitments, ensuring adherence to performance and output targets within budget and quality specifications.

Manage the formulation, execution, and daily operations of the GLA's strategy for building remediation enforcement across London.

For all projects and programs within your portfolio, undertake continuous and proactive management, monitoring, verification, documentation, analysis, and reporting of:
Financial, output, and outcome performance to ensure the achievement of target outputs and outcomes and program objectives within budget while maintaining overall value for money;
Quality assurance and compliance, including regular monitoring and auditing of activities and supporting evidence from delivery partners and their subcontractors;
The validity, accuracy, and eligibility of claims, ensuring compliance with external funding bodies' management information and monitoring requirements;
Progress against milestones, financial targets, and output and outcome objectives, ensuring that delivery and quality concerns are promptly addressed;
Risks and issues, ensuring awareness and understanding of these and implementing timely and appropriate mitigations.
Facilitate the development of building safety projects and programs in collaboration with key stakeholders.

Work alongside the broader GLA Building Safety Unit to inform the establishment of initial priorities for the remediation of unsafe buildings in London.

Identify and report on risks and issues as necessary, leading the resolution of operational, contractual, and performance challenges as they arise.

Manage relationships with internal and external stakeholders and key partner agencies responsible for leading or contributing to projects within the Building Safety Unit.

Effectively supervise, lead, and develop a small team to achieve the objectives of individual projects or programs.
