The Housing and Land division is dedicated to executing the Mayor's vision for enhancing housing quality and fostering resilient communities. Collaborating closely with local authorities and stakeholders, we oversee the Mayor's housing investment initiatives and manage land and property assets to facilitate the construction of affordable housing, stimulate job growth, and promote urban regeneration.
Position SummaryEvery resident in London deserves a secure home. The Grenfell Tower incident highlighted a pressing crisis, exposing numerous buildings across the city and beyond that contain hazardous materials in their external wall systems, alongside various fire safety issues. In response, the government has initiated several measures, including the establishment of a Building Safety Programme, aimed at ensuring the safety of these structures.
The Building Safety Team within the Greater London Authority (GLA) is tasked with administering the Building Safety Programme for London on behalf of the government. We engage with a range of stakeholders to expedite the remediation of unsafe buildings. While many property owners are actively working to ensure safety, we recognize that some remediation efforts are taking longer than anticipated. Although the GLA does not enforce regulations, we seek to support enforcement actions from governmental bodies, the London Fire Brigade, and local councils.
We are in search of a Principal Project Officer to join the GLA's Building Safety Team.
Key Responsibilities- Oversee the delivery and enhancement of existing and new building safety initiatives that align with Mayoral commitments, ensuring adherence to performance and quality standards.
- Manage the formulation, execution, and daily operations of the GLA's strategy for enforcing building remediation in London.
- Conduct ongoing management and reporting for all projects within your portfolio, focusing on:
- Financial performance and compliance with budgetary constraints while ensuring value for money.
- Quality assurance through regular audits of delivery partners and their subcontractors.
- Verification of claims to meet external funding requirements.
- Monitoring progress against milestones and addressing any delivery or quality issues promptly.
- Identifying and mitigating risks effectively.
- Collaborate with key stakeholders to develop building safety projects and programs.
- Work alongside the broader GLA Building Safety Unit to establish initial priorities for the remediation of unsafe buildings in London.
- Identify and manage risks and issues, leading the resolution of operational and performance challenges.
- Maintain relationships with internal and external stakeholders and partner agencies involved in building safety projects.
- Effectively lead and develop a small team to achieve project objectives, ensuring resources are allocated efficiently.
- Prepare and present reports and recommendations to facilitate informed decision-making by management.
- Promote equality of opportunity and recognize the diverse needs of London's communities.
- Embrace a flexible approach to work, participating in multidisciplinary teams and projects.
Essential Experience:
- Proven track record in delivering programs within a political context, including managing multiple third-party contracts.
- Strong project management skills, including planning, financing, risk management, and evaluation.
- Experience in team leadership and management, with a focus on performance improvement and talent development.
- Proficient IT skills, with experience in financial management systems and report writing.
- Ability to manage senior stakeholder relationships in complex political or business environments.
- Understanding of building safety issues and housing in London.
