The Housing and Land division is tasked with executing the Mayor's vision for developing new and enhanced housing options and fostering resilient communities. Collaborating closely with local authorities and partners, we oversee the Mayor's housing investment strategies and manage land and property resources to facilitate the construction of affordable housing, stimulate job growth, and drive regeneration efforts.
Position SummaryEnsuring the safety of all London residents is paramount. The Grenfell Tower incident highlighted a critical and urgent issue, revealing that numerous buildings across the city and the nation contain hazardous materials in their external wall systems, alongside various fire safety challenges. In response, the government has initiated several measures, including the establishment of a Building Safety Programme, aimed at ensuring these structures are rendered safe.
The Building Safety Team within the Greater London Authority (GLA) is responsible for implementing the Building Safety Programme for London on behalf of the government. We engage with a variety of stakeholders to expedite the remediation of unsafe buildings. While many property owners are making swift progress, we recognize that some remediation efforts are taking longer than anticipated. Although the GLA does not enforce regulations, we evaluate how best to support enforcement actions from government entities, the London Fire Brigade, and local boroughs.
We are seeking a Principal Project Officer to enhance the GLA's Building Safety Team.
Key Responsibilities- Oversee the delivery and advancement of current and new building safety initiatives that align with Mayoral commitments, ensuring adherence to timelines, budgetary constraints, and quality standards.
- Direct the formulation, execution, and daily management of the GLA's strategy for enforcing building remediation in London.
- For all projects within your portfolio, engage in continuous and proactive management, monitoring, verification, documentation, analysis, and reporting of:
- Financial performance, outputs, and outcomes to guarantee the achievement of targeted objectives within budget while ensuring overall value for money;
- Quality assurance and compliance through regular oversight and audits of activities and supporting documentation from delivery partners and their subcontractors;
- The validity, accuracy, and eligibility of claims, ensuring compliance with external funding bodies' information and monitoring requirements;
- Progress against milestones, and financial and output targets, addressing delivery and quality concerns promptly;
- Risks and issues, ensuring awareness and understanding, and implementing timely mitigations.
- Facilitate the development of building safety projects and programs in collaboration with key stakeholders.
- Collaborate with the broader GLA Building Safety Unit to shape initial priorities for the remediation of unsafe buildings in London.
- Identify and communicate risks and issues as necessary, leading the resolution of operational, contractual, and performance challenges as they arise.
- Manage relationships with internal and external stakeholders and key partner agencies involved in projects within the Building Safety Unit.
- Effectively supervise, lead, and develop a small team to achieve the objectives of individual projects or programs.
- Prepare and present reports, briefs, and recommendations on critical issues and actions to support executive understanding and decision-making.
- Promote equality of opportunity and address the diverse needs and aspirations of London's communities.
Technical Skills and Experience:
- Proven experience in delivering programs within a political context, including management through multiple third parties and contract oversight.
- Strong project management skills, encompassing project planning, financial management, risk assessment, and evaluation.
- Experience in developing, leading, and managing teams, including addressing performance issues and nurturing talent.
- Well-developed IT skills, with substantial experience in financial management systems and excellent report writing capabilities.
- Experience in managing senior-level stakeholder relationships within complex political or business environments.
- A solid understanding of building safety challenges and housing issues in London.
