Position Overview

Venesky-Brown's client, a public sector entity, is seeking to appoint a Revenue and Benefits Systems Analyst for a temporary contract with the possibility of extension. The compensation for this role is set at £18.53/hour (PAYE) or £24.09/hour (Umbrella). This position is designed to be performed remotely, with a commitment of 37 hours per week.


Key Responsibilities:
  • Provide expert guidance to revenues and benefits personnel as well as internal and external service providers.
  • Collaborate with software vendors, service providers, and ICT to ensure that business systems and functionalities are effectively managed to align with user needs, service area priorities, management goals, and legislative changes.
  • Assist in the swift development and efficient implementation of systems related to revenues and benefits administration, cash collection, and electronic document management.
  • Prepare intricate batch processing routines to update the Revenues and Benefits computer systems, including any necessary interfaces with internal and external systems/agencies.
  • Maintain the integrity of data at all times, ensuring operational requirements of the Revenues and Benefits service are met.
  • Conduct daily and weekly reconciliations of local tax income, benefit overpayment income, direct debit deductions, and Housing Benefits payments.
  • Oversee the secure transmission of local tax Direct Debit deductions and Housing Benefit payments, ensuring accuracy and timeliness.
  • Stay informed about relevant legislation and best practices to support system testing and enhancements.
  • Identify priorities and make decisions based on situational demands.
  • Review and suggest improvements to processes and procedures as directed.
  • Deliver a responsive and proactive service to both internal and external stakeholders.
  • Provide training and supervision to other staff on the use of business systems as required.
  • Lead system-related project work, developing detailed project plans, risk assessments, and progress reports.
  • Ensure all work conducted by the systems team is properly monitored, recorded, and reported in accordance with established procedures.
  • Generate and analyze data reports using tools such as Business Objects, Crystal Reports, and Microsoft Access.
  • Maintain statistical information and provide management insights.
  • Assist in monitoring IS/IT services to ensure compliance with service level agreements.
  • Uphold business system security and report any breaches immediately.
  • Exhibit flexibility and willingness to work outside standard hours when necessary.
  • Stay updated on developments and emerging technologies relevant to business functions, recommending enhancements as appropriate.
  • Develop and implement systems testing plans to support operational and developmental needs.
  • Create training plans for the revenues service and collaborate with Training and Policy Implementation Officers for changes affecting the benefits service.
  • Ensure accurate system data and availability, monitoring response times and potential impacts on service performance.

Essential Qualifications:
  • Proven ability to coordinate, plan, and prioritize workload effectively.
  • Capacity to work independently and collaboratively in a dynamic environment.
  • Strong communication skills for effective liaison with officers and external agencies.
  • Ability to produce clear and concise documentation.
  • Experience in team collaboration and continuous improvement initiatives.
  • Strong interpersonal skills to build relationships with colleagues and stakeholders.
  • Knowledge of benefits and/or local taxation operational requirements and relevant legislation.
  • Familiarity with systems such as Northgate (Sx3) and Civica Workflow360.
  • Proficiency in Microsoft Access, Excel, and Word.
  • Experience in training service users on system functionality.
  • Ability to extract and communicate data findings effectively.
  • Commitment to personal development and adherence to equal opportunities policies.

Desirable Qualifications:
  • IRRV qualification is preferred but not mandatory.
  • Certification demonstrating computing skills, such as ECDL or Microsoft Office Specialist, is advantageous.
