The Chemicals, Explosives and Microbiological Hazards Division (CEMHD) plays a crucial role in regulating the UK's major hazard industries. These industries produce essential products for daily life, but failures in safety management can lead to severe consequences for workers and the public. Our team comprises approximately 300 skilled engineers and scientists across various disciplines, dedicated to ensuring safety in sectors such as energy production, chemical and pharmaceutical manufacturing, and explosive production.

Role Responsibilities

From day one, you will receive guidance from your manager and colleagues to help you understand your responsibilities within the organization, enhance your skills, and support your ongoing professional growth. As part of your role, you will participate in our Specialist Training Programme (STP), which you must complete successfully, including a final assessment. The position will require travel to various sites and offices, with overnight stays accommodated in your work schedule.

To excel as a mechanical engineering specialist inspector, it is vital that you bring your existing knowledge and experience from high-hazard industries, where you have made significant decisions in a responsible capacity.

Upon completing the STP and becoming fully operational, your role will involve managing multiple work packages simultaneously, granting you a high level of autonomy. Your primary responsibilities will include conducting inspections at major hazard installations to prevent mechanical failures and loss of containment. You will also assist in investigating accidents and incidents to identify root causes, collaborating with fellow inspectors. When risks are identified, you will take or support enforcement actions, including drafting Notices.

Your technical assessments will be documented in written reports, where you will reference published guidelines and relevant legislation. You may also be called upon to provide expert testimony in legal matters. Part of your duties will involve evaluating the mechanical engineering components of safety reports from upper-tier COMAH establishments and identifying necessary follow-up actions. Additionally, you will have the chance to contribute to the development of technical and operational strategies and represent the organization at external stakeholder events, including conferences.

We offer a hybrid working environment that combines remote work and office attendance. This arrangement is voluntary and non-contractual, with your designated office being your official workplace. You will be required to travel to the office for various activities, collaborative projects, and training sessions. The hybrid working conditions will be determined primarily by business needs, while also considering personal circumstances.

Part-time working hours are available for this position, with a minimum commitment of 27 hours per week.

Essential Skills and Experience

Applicants should possess:

  • Practical experience in Mechanical Engineering and Integrity Management within an industrial environment with major accident potential.
  • A proven ability to make independent, authoritative decisions based on technical evidence.
  • Experience collaborating with other technical disciplines to ensure safe plant operations.
  • An understanding of the legal requirements for safe operation in high-hazard environments.
  • A comprehensive understanding of maintenance regimes and management systems, including planning and execution.
  • Experience with integrity management systems for primary containment equipment.
  • Knowledge of welding and joining techniques.

Licenses

A full UK driving license is required for this role.

Qualifications

A degree or equivalent qualification in Mechanical Engineering or a closely related field is necessary. Evidence of this qualification will be required if selected for an interview.

Memberships

Membership in the Institution of Mechanical Engineers or a similar organization, along with Chartered status and registration with the Engineering Council, is expected. Proof of Chartered status and registration will be requested if invited for an interview.
