Job Overview

The Ministry of Defence employs a significant number of Civil Servants, with the Army Top Level Budget (TLB) accounting for a substantial portion of this workforce. Home Command is responsible for the Army's foundational activities, including recruitment, basic training, and human resources services. Under the initiative of Project IRONSIDE, we are undertaking a campaign aimed at optimizing and modernizing our operations. The Change Branch leads this project, and the successful candidate will collaborate closely with the Change Programme Manager to oversee and drive multiple transformation initiatives within the organization.

This position is structured as a Fixed-term Appointment within the Future Plans branch of HQ Home Command. The role is directly associated with the execution of the IRONSIDE project, which has specific deliverables to meet. The appointment will conclude upon the project's completion.

Key Responsibilities

As a Change Programme Officer, you will be tasked with:

  • Creating comprehensive delivery plans for assigned projects and programs.
  • Monitoring and implementing effective controls to ensure successful project execution.
  • Identifying and escalating risks, issues, and interdependencies.
  • Supporting project teams in resource identification, issue resolution, and governance application.
  • Leading the identification, tracking, and realization of benefits.
  • Facilitating effective communication and engagement with stakeholders regarding ongoing change initiatives.
  • Identifying potential future projects or areas for innovation.
  • Building a community of programs, projects, and change initiatives across Home Command.

Person Specification

Essential Criteria:

Demonstrated experience in Programme and Project Management.

Desirable Criteria:

  • APM Project Fundamentals Qualification (PFQ)
  • PRINCE2 Practitioner Certification
  • Agile Project Management Practitioner Certification
  • Management of Successful Programmes (MSP)
  • Management of Portfolios (MOP) or equivalent qualifications
