Job Overview

The Ministry of Defence employs a significant number of Civil Servants, with the Army Top Level Budget (TLB) accounting for a substantial portion of this workforce. Home Command is responsible for the Army's foundational operations, which include recruitment, basic training, and human resources services. As part of our ongoing efforts to enhance efficiency and modernize operations, we are leading a transformative initiative known as Project IRONSIDE. This role will support the Change Programme Manager in coordinating and advancing multiple transformation projects within the organization and Home Command, aiming to achieve improved effectiveness and alignment.

This position is structured as a Fixed-term Appointment.

Key Responsibilities

As a Change Programme Officer within the Future Plans branch of HQ Home Command, your role will encompass the following:

  • Develop comprehensive delivery plans for assigned projects and programmes.
  • Implement effective monitoring controls to ensure successful project delivery.
  • Identify and escalate potential risks, issues, and dependencies.
  • Assist project teams in achieving their objectives, including resource identification and issue resolution.
  • Lead the identification, tracking, and realization of benefits.
  • Facilitate effective communication and engagement with stakeholders regarding ongoing change initiatives.
  • Identify future projects or opportunities for innovation.
  • Foster a community of programmes, projects, and change initiatives throughout Home Command.

Candidate Profile

Essential Qualifications:

Demonstrated experience in Programme and Project Management.

Desirable Qualifications:

  • APM Project Fundamentals Qualification (PFQ)
  • PRINCE2 Practitioner Certification
  • Agile Project Management Practitioner Certification
  • Management of Successful Programmes (MSP)
  • Management of Portfolios (MOP) or equivalent
