Exciting opportunities have arisen within the Synergy Programme, a collaborative initiative established in response to the Government Strategy for Shared Services. This strategy aims to create departmental clusters that enhance efficiency, amplify purchasing power, and elevate the quality of shared services across government.

The Synergy Programme stands as the largest of five departmental clusters, incorporating the Ministry of Justice, Department for Work and Pensions, Department for the Environment, Food and Rural Affairs, and the Home Office. The Department for Work and Pensions is the host for the Synergy Programme. Your contributions will influence procurement strategies for Enterprise Resource Platforms (ERP) and Business Process Services over the next 15 years, affecting over 50% of Civil Servants—approximately 230,000 individuals across the four departments and their associated bodies.

Synergy will facilitate the delivery of essential Government services by enabling more rapid, efficient, and user-centered HR, Finance, and procurement transactions. Additionally, it will enhance data reporting capabilities to support informed decision-making.

Role Responsibilities

The Resourcing Lead will be an integral member of the Programme Management Leadership Team, responsible for shaping the strategic workforce plan, recruitment strategies, and supplier contract management across the Programme.

Your responsibilities will include:

  • Leading a team of recruitment professionals to provide an effective and efficient recruitment service, ensuring the Programme is adequately resourced to meet its ambitious objectives.
  • Collaborating with commercial colleagues to establish and enhance contract arrangements, overseeing the performance of external suppliers to ensure service delivery aligns with the needs of Synergy workstreams.
  • Driving the ongoing development of the Synergy Strategic Workforce Plan, ensuring that medium- and long-term requirements are integrated into departmental plans with necessary approvals secured.
  • Working closely with the Programme Leadership Team and departmental Programme Directors to create cluster-wide resourcing solutions that support delivery objectives.
  • Ensuring that current and future supply needs remain financially viable, fostering key relationships with Finance colleagues to maintain accurate forecasts and monitor against Programme budgets.
  • Collaborating with the Programme Director and senior leadership team to provide regular updates and management information, highlighting delivery risks and proposing a range of alternative resourcing solutions to mitigate those risks.
  • Building and nurturing positive relationships with key stakeholders, including the Programme Director and Workstream Leads, to understand and address short-, medium-, and long-term resourcing needs.
  • Developing collaborative relationships across Synergy departments and broader Shared Services for Government clusters to identify and scope joint resourcing opportunities for mutual benefit.

Applicants must possess the following qualifications:

  • Proven experience in leading teams to deliver comprehensive resourcing solutions within large and complex transformation programmes.
  • Expertise in developing and executing workforce strategies and plans in substantial organizations.
  • Experience in identifying and securing external resourcing solutions, including a solid understanding of commercial requirements and governance.
  • Proficiency in managing supplier relationships effectively.
  • Ability to present complex data and management information to influence senior stakeholders.
  • Significant experience in leading and motivating teams.
