Position Overview

An opportunity has arisen for a seasoned finance and procurement librarian to oversee the library's financial operations and expenditures.

You will collaborate with a dedicated team of 13 librarians, whose responsibilities encompass both digital media management and traditional library resources, all aimed at achieving three key goals:

  • Research Excellence: Enhancing our research capabilities
  • Library without Walls: Providing a seamless user experience for both in-library and virtual content access
  • Knowledge Management: Establishing a top-tier evidence base to facilitate informed decision-making, problem-solving, and innovation

In your role, you will be accountable for financial oversight, managing the budget, and executing the procurement process from product identification to supplier negotiations and payment arrangements. Working closely with the digital librarian, you will play a pivotal role in selecting content and resources for users, ensuring alignment with provider agreements.

Effective budget management and forecasting will require meticulous attention to detail, alongside strong organizational and communication skills to engage a diverse range of internal and external stakeholders.

Key Responsibilities

  • Regularly updating the library budget and providing timely updates to stakeholders, including finance and commercial teams
  • Collaborating with suppliers to clarify specific needs and assess proposed content, products, and pricing
  • Negotiating with suppliers to secure optimal service levels, resolution timelines, and value for money
  • Creating finance manuals that outline procedures for requisitioning, budget updates, and key contacts
  • Leading the procurement and implementation of desktop research tools
  • Identifying training and coaching opportunities to foster professional development and support colleagues pursuing professional qualifications

Candidate Profile

Applicants will be evaluated based on the following criteria in their personal statement:

  • Demonstrated experience in finance and procurement management within a library or public sector context (*Lead Criterion)
  • Relevant commercial experience and a solid understanding of the procurement lifecycle
  • Exceptional communication and influencing skills to effectively engage with sponsors and external suppliers
  • Ability to manage multiple workloads, projects, and stakeholders efficiently
  • Proficiency in presenting detailed financial information in various formats, utilizing visual design skills
  • Leadership capabilities to mentor and develop others by sharing expertise

*The primary Key Criterion is: Proven experience of managing finance and procurement in a library or public sector environment

Qualifications

Mandatory Qualifications: A Knowledge and Information Management (KIM) qualification, or a First Degree or Postgraduate Qualification in a KIM-related field such as Library and Information Studies, Knowledge Management, Information Science, or Information Management; or a chartered member or fellow of the Chartered Institute of Library and Information Professionals (CILIP).
