Job Overview

This position is a temporary contract role with a Local Authority in North London.

Position Summary:

· We are seeking a knowledgeable Housing Review Specialist with a strong background in housing regulations, capable of conducting comprehensive reviews under the Housing Act 1996.

· The role involves ensuring that all statutory reviews are executed within the designated timeframes.

· You will collaborate with the Legal Department and the Head of Service to address legal challenges, including judicial reviews and appeals in the County Court.

· It is essential to manage and respond to complaints, inquiries from Members of Parliament, council members, and solicitors within the established timelines.

Key Responsibilities:

· Ensure that all housing reviews and appeals (including housing register, homelessness decisions, and offers of accommodation) are accurately recorded, tracked, and processed in a timely manner.

· Work closely with the Allocations Team, Accommodation Services, and the Casework Team to gather all necessary information for review requests related to homelessness and housing assessments.

· Conduct regular meetings with the Legal Department to ensure effective defense against Section 204 appeals and judicial reviews, meeting all deadlines for witness statements and legal arguments.

· Strive to minimize legal costs associated with potential or ongoing court actions.

· Prepare performance reports for the Head of Service and council members regarding decision reviews and court cases.

· Develop and refine procedures, guidelines, and template letters for processing applications.

· Stay informed about best practices from other local authorities and government bodies.

· When necessary, organize oral hearings for clients in accordance with relevant regulations.

· Review reports and case notes from Casework Officers regarding applications under review.

· Identify areas for improvement or trends that require attention.

· Ensure that the Casework Team is updated on current case law and related legislation to maintain high-quality casework and informed decision-making.

· Highlight any discrepancies in the Allocations Scheme and homelessness procedures that arise from appeals to reduce the risk of court actions.

· Obtain medical reports and recommendations from healthcare professionals as needed for review investigations.

· Authorize and recommend placements into temporary accommodation for individuals under the Council's duty.

· Exercise discretion regarding the continuation of accommodation pending reviews or appeals.

· Lead the briefing process for the Council's legal representatives.

· Attend court as necessary, particularly for Section 204 appeals and judicial reviews.

Essential Qualifications:

· The ideal candidate will possess the ability to work autonomously and demonstrate initiative.

· Proven experience in conducting complex housing inquiries and drafting legally sound decisions is crucial, along with the ability to communicate effectively with solicitors and other representatives.

· In-depth knowledge of current and emerging housing legislation and case law, including private sector landlord-tenant law, homelessness law, and housing benefit regulations, is essential.
