Job Overview

This position offers a contract opportunity with a Local Authority in North London.

Position Summary:

We are seeking a knowledgeable Housing Review Specialist with a strong background in housing regulations, particularly in executing both Part 6 and Part 7 reviews as per the Housing Act 1996.

Your responsibilities will include ensuring that all statutory reviews are conducted within the required timeframes.

You will collaborate with the Legal Department and the Head of Service to address legal challenges arising from judicial reviews or County Court appeals under section 204 of the Housing Act 1996.

Additionally, you will be responsible for logging and responding to complaints, inquiries from Members of Parliament, council members, and solicitors within established timelines.

Key Responsibilities:

1. Ensure that all housing reviews and appeals, including those related to the housing register, homelessness decisions, and offers of social and temporary accommodation, are efficiently logged, monitored, and executed within specified time limits.

2. Work closely with the Allocations Team, Accommodation Services, and the Casework Team to gather all necessary information for addressing review requests concerning homelessness and housing register assessments.

3. Conduct regular meetings with the council's Legal Department to ensure effective defense against Section 204 appeals and judicial review proceedings, meeting all deadlines for witness statements and skeleton arguments.

4. Strive to minimize legal costs associated with potential or actual court actions.

5. Prepare performance reports for the Head of Service and council members regarding decision reviews and court cases.

6. Develop procedures, guidelines, and template letters for processing applications.

7. Incorporate best practices from other local authorities and government initiatives.

8. When necessary, arrange oral hearings for clients in accordance with the Homelessness (Review Procedure, etc.) Regulations 2018.

9. Review reports and case notes prepared by Casework Officers on applications set for review.

10. Identify trends or deficiencies that require corrective action.

11. Ensure the Casework Team is informed of current case law and related legislation to maintain high-quality casework and informed decision-making.

12. Highlight any discrepancies in the Allocations Scheme and homelessness procedures that may arise from appeals to reduce the risk of court actions.

13. Obtain medical reports from healthcare professionals and seek recommendations from the in-house medical advisor or independent consultants for review investigations.

14. Authorize and, when appropriate, recommend placements into temporary accommodation for individuals to whom the Council has obligations.

15. Exercise discretion in determining whether to continue providing accommodation pending a review or court appeal.

16. Lead briefings for the Council's solicitors and counsel.

17. Attend court as necessary, particularly concerning Section 204 appeals and judicial reviews.

Essential Qualifications:

The ideal candidate will possess the ability to work autonomously and demonstrate initiative.

Experience in conducting complex housing inquiries and producing well-structured, legally sound decisions is crucial, along with the capability to liaise effectively with solicitors and other representatives.

A comprehensive understanding of current and emerging housing legislation and case law related to housing advisory issues, including private sector landlord-tenant law, security of tenure, homelessness law, housing benefits, and possession proceedings in the county court, is essential.

Additional Information:

This role is primarily remote, with occasional requirements to attend the office.

The position is for an initial duration of three months.
