Job Overview

This position is a temporary contract role with a Local Authority based in North London.

Position Summary:

We are seeking a knowledgeable Housing Review Specialist with a strong background in housing regulations and the capability to conduct comprehensive reviews under both Part 6 and Part 7 of the Housing Act 1996.

Key responsibilities include ensuring that all statutory reviews are completed within the required timeframes, collaborating with the Legal Department and Head of Service to address legal challenges, and managing inquiries from various stakeholders including Members of Parliament and solicitors.

Main Responsibilities:

1. Oversee the logging, monitoring, and execution of housing reviews and appeals, ensuring compliance with established deadlines.

2. Coordinate with the Allocations Team, Accommodation Services, and Casework Team to gather necessary information for review requests related to homelessness and housing assessments.

3. Conduct regular consultations with the Legal Department to defend against Section 204 appeals and judicial reviews, ensuring all legal deadlines are met.

4. Minimize legal costs associated with potential or ongoing court actions.

5. Prepare performance reports for the Head of Service and relevant Members regarding decision reviews and court cases.

6. Develop and refine procedures, guidelines, and template letters for processing applications.

7. Stay informed on best practices from other local authorities and government initiatives.

8. When necessary, organize oral hearings for clients in accordance with relevant regulations.

9. Review reports and case notes from Casework Officers to ensure thorough preparation for reviews.

10. Identify areas for improvement and trends that require corrective action.

11. Ensure the Casework Team is updated on current case law and related legislation to maintain high-quality decision-making.

12. Highlight any discrepancies in the Allocations Scheme and homelessness procedures to mitigate the risk of legal challenges.

13. Obtain medical documentation and recommendations as needed for review investigations.

14. Authorize and make recommendations regarding temporary accommodation placements for individuals under the Council's duty.

15. Exercise discretion in decisions regarding continued accommodation during reviews or appeals.

16. Lead briefings for the Council's legal representatives.

17. Attend court sessions as necessary, particularly concerning Section 204 appeals and judicial reviews.

Essential Qualifications:

The ideal candidate will demonstrate the ability to work autonomously and utilize their initiative effectively. A proven track record in managing complex housing inquiries and producing well-reasoned, legally sound decisions is crucial. Strong communication skills for regular interaction with solicitors and other representatives are essential.

In-depth knowledge of current and emerging housing legislation, including private sector landlord-tenant law, homelessness law, and related welfare benefit regulations, is required.

Additional Information:

This role offers remote working flexibility, although occasional office attendance may be necessary. The position is initially for a temporary duration.
