Role Description

As a Senior Regulation Manager, you will oversee the regulation of a portfolio of Housing Associations within a dynamic and challenging operational landscape. You will lead a team responsible for conducting regulatory evaluations of each association to ensure compliance with statutory regulatory standards, good governance, high-quality tenant services, and financial viability. Additionally, you will directly manage Registered Social Landlords (RSLs) that present higher risks or complexities, or where significant regulatory concerns may arise.

This position necessitates the ability to cultivate effective working relationships with Boards, Chief Executives, and senior personnel, while maintaining oversight of regulatory performance. This includes evaluating governance aspects such as culture, behavior, and leadership at both board and executive levels. The role requires analyzing intricate information and managing challenging discussions regarding poor performance and improvement expectations, either individually or collaboratively.

Senior Regulation Managers report directly to the Head of Regulation.

Main Responsibilities:

  • Collaborate closely with the Head of Regulation, Regulation Managers, and Senior Financial Analysts to oversee the performance of Housing Associations against the Welsh Government’s Regulatory Standards and Framework.
  • Lead the assessment of regulatory performance for a portfolio of housing associations, ensuring compliance with the Welsh Government’s regulatory standards and framework, and provide assurance on governance, tenant services, and financial viability to Ministers, tenants, funders, and other stakeholders.
  • Directly manage a portfolio of RSLs that are higher risk or more complex, and support the Head of Regulation in analyzing appropriate regulatory responses, including risk assessments related to case management strategies.
  • Conduct reviews of the financial viability and resilience of RSLs in Wales, in collaboration with Senior Financial Analysts, through the analysis of management accounts, business plans, and treasury arrangements.
  • Establish and execute an annual plan outlining the Regulatory Judgement program to reflect a dynamic and evolving external operating environment.
  • Work with regulation managers to develop and maintain constructive, co-regulatory relationships with the portfolio of Housing Associations, ensuring appropriate regulatory oversight proportional to the risks presented.
  • Engage with sector stakeholders, including tenant representative organizations and funders, to professionally represent the Housing Regulation Team and the Welsh Government to the social housing sector and its key partners.
  • Collaborate with colleagues to respond to relevant requests for Ministerial Briefings, correspondence, and diary cases.
  • Lead and manage Management Band 2 (Band D) officers responsible for Regulation Team activities, ensuring they receive support and access to training and development opportunities.
  • Oversee the quality assurance process to approve provisional judgments for each Housing Association in the team’s portfolio.
  • Enhance funding and commercial knowledge to maximize the financial understanding of the team, ensuring an effective risk-based approach to regulation.
  • Contribute to reviews, research, policy development, and independent assurance activities in conjunction with the strategy and policy team to enhance the regulatory function in Wales.
  • The role may require working at other organizations' offices and outside of standard office hours, including evenings, as necessary.
