Job Overview

The Welsh Government prioritizes housing as a key area of focus. The regulation team is tasked with executing the regulatory functions on behalf of the Welsh Ministers, primarily aimed at safeguarding tenants and protecting significant public investments within the housing association sector in Wales. Effective regulation also plays a crucial role in maintaining the sector's appeal to private investors, whose funding is essential for the development of new social housing in Wales.

Role Responsibilities

The Regulation Managers, equipped with appropriate training and support, are accountable for overseeing a portfolio of housing associations. They contribute to regulatory assessments through consistent oversight and information collection. This role necessitates collaboration with the team, particularly with Senior Regulation Managers, and requires the ability to cultivate productive relationships with Boards and executives of housing associations. This collaboration is vital for informing regulatory judgments regarding governance, tenant services, and financial viability.

Regulation Managers report directly to a Senior Regulation Manager.

  • Management of individuals or teams, which may involve assisting team members with complex cases, overseeing work allocation and prioritization, and being responsible for performance management, coaching, and mentoring staff from diverse backgrounds to help them reach their full potential.

From Key Stakeholders:

  • Provide sound judgment and the ability to interpret complex or conflicting information, weighing various factors to generate constructive ideas and solutions.
  • Communicate effectively, providing advice to senior colleagues regarding the implications of policy or operational changes and influencing outcomes.
  • Establish strong professional relationships with both internal and external stakeholders, effectively collaborating to share information and resources.

Main Duties:

  • Contribute to the delivery of a quarterly program of regulatory judgments by collating and analyzing evidence and observational data from various sources.
  • Ensure effective and credible regulation in line with the Regulatory Framework for housing associations registered in Wales.
  • Engage in transparent and constructive communication with chief/senior officers and board members of housing associations, addressing concerns and seeking regulatory assurance.
  • Collaborate with Senior Finance Analysts to assess the financial viability and solvency of housing associations through the analysis of management accounts and business plans.
  • Support housing associations in enhancing their performance to meet the Regulatory Framework requirements.
  • Work alongside Senior Regulation Managers and senior members of the Regulation Team to intervene appropriately with housing associations facing significant performance challenges.
  • Contribute to Ministerial Briefings on regulatory matters and respond to Ministerial Correspondence related to housing regulation.
  • This role may require working at various organizational offices and outside of standard office hours, including evenings, as necessary.
