Position Overview

The regulatory team, situated within the Strategy and Regulation Division, is tasked with the statutory oversight of Welsh registered social landlords (RSLs) on behalf of the Welsh Ministers. RSLs play a crucial role in achieving the housing objectives set for Wales.

The primary aim of regulation is to safeguard tenants and protect significant public investments in the RSL sector across Wales. Effective regulatory practices also ensure that the sector remains appealing to private investors, facilitating cost-effective funding to complement grants for new social housing developments.

Key Responsibilities

The Head of Regulatory Operations will oversee the maintenance of the statutory register of registered social landlords in Wales, manage the annual program of regulatory assessments, and provide regulatory oversight of RSLs. This role encompasses regulatory case management, government relations, and communications. The successful candidate will lead a diverse team across Wales, including governance experts and qualified accountants, who will conduct evaluations of compliance with regulatory standards established under the Housing Act 1996.

Case management is a critical aspect of this position, with the postholder acting as a moderator for high-level team decisions and being responsible for commissioning a variety of regulatory interventions and enforcement actions that can significantly impact RSLs and individuals.
