Senior Traffic Engineer

Are you an innovative and results-driven professional in Highways Engineering or Transport Planning? Tetra Tech is looking for a skilled individual to contribute to our partnership with Hertfordshire County Council (HCC).

HCC has entrusted Tetra Tech, along with our co-consultants Jacobs and Tony Gee and Partners, with a long-term Professional Services Contract (PSC) aimed at delivering Highways and Transport Professional Services. This contract emphasizes a collaborative approach within the Council's integrated Highways 'One Service'. Tetra Tech is tasked with overseeing the Development Management Implementation (DMI) Service function, supporting various service areas within this framework. The DMI Team comprises approximately 20 dedicated professionals.

We are seeking an accomplished Highways Engineer or Transport Planner at either Senior or Principal Consultant level to take on a leadership role within the DMI Team. This position is critical and offers a unique opportunity to manage a team while delivering technical outputs to both internal and external stakeholders as well as delivery partners.

The ideal candidate will have the flexibility to adopt a hybrid working model, although a minimum of two days per week in the HCC highways office is expected, along with travel for site visits and meetings as necessary.

Key Responsibilities:
  • Demonstrate extensive experience in highway design, preferably within a local authority context, though experience with private sector developers is also valuable.
  • Provide expert professional and technical guidance on highways Section 278 and Section 38 Agreement projects, including the assessment of developers' proposals and specifications for adopted highways.
  • Exhibit strong project management skills, with staff management experience being advantageous.
  • Prepare work schedules, cost estimates, and oversee budget management for highway initiatives.
  • Evaluate developers' method statements and traffic management strategies.
  • Conduct road safety audits at all relevant project stages.
  • Perform site inspections during and after construction, including the formulation of remedial actions and collaboration with developers.
  • Assess Transport Assessments and other transport-related documentation submitted with planning applications.
  • Offer pre-application guidance to developers regarding Transport and Highways issues.
Preferred Qualifications:
  • A degree or master's degree in a relevant field (e.g., civil engineering, transport planning).
  • Professional accreditation, such as MICE or CIHT.
