Senior Traffic Engineer (Senior / Principal Consultant Level)

Are you an innovative and results-driven professional in Highways Engineering or Transport Planning? Tetra Tech is seeking your expertise to foster a new and impactful collaboration with Hertfordshire County Council (HCC).

HCC has entrusted Tetra Tech, in partnership with Jacobs and Tony Gee and Partners, with a long-term Professional Services Contract (PSC) for Highways and Transport Professional Services. Within this framework, Tetra Tech is tasked with delivering the Development Management Implementation (DMI) Service, working closely with HCC's Highways 'One Service'. The DMI Team comprises approximately 20 dedicated professionals focused on service excellence.

We are looking for a seasoned Highways Engineer or Transport Planner at either Senior or Principal Consultant level to take on a leadership role within the DMI Team. This position is crucial and offers a blend of challenges and opportunities, requiring the successful candidate to manage a team while delivering high-quality technical outputs to both internal and external stakeholders.

The role allows for a hybrid working model, with an expectation of at least two days per week in the HCC highways office in Stevenage, alongside necessary travel for site visits and meetings across the county.

Key Responsibilities:
  • Extensive experience in highway design, preferably within a local authority context, though experience with private sector developers is also valuable.
  • Providing expert professional and technical guidance on highways Section 278 and Section 38 Agreement works, including the preparation and review of developer proposals for highway works.
  • Demonstrated project management skills, with staff management experience being advantageous.
  • Development of work programmes, cost estimates, and budget oversight for highway projects.
  • Assessment of developers' method statements and traffic management plans.
  • Conducting road safety audits at all relevant stages of projects.
  • Performing site inspections during and post-construction, including preparation of remedial action plans and coordination with developers.
  • Reviewing Transport Assessments and related documents submitted with planning applications.
  • Offering pre-application guidance to developers on Transport and Highways issues.
Preferred Qualifications:
  • A degree or Master's in a relevant field (e.g., civil engineering, transport planning).
  • Professional accreditation, such as MICE or CIHT.
