Senior Investigating Officer and Office Lead

The Judicial Appointments & Conduct Ombudsman's Office (JACO) is seeking to permanently fill the position of SEO Senior Investigating Officer and Office Lead. This recruitment is open to all qualified candidates who meet the eligibility criteria outlined in the broader advertisement within Civil Service Jobs.

Location:

Successful candidates will have the option to be based at one of the following locations:

  1. 102 Petty France, London
  2. 5 Wellington Place, Leeds (occasional travel between Leeds and London may be required)

To meet its evolving business needs, all JACO staff are expected to attend their base location at least 2 days a week. This hybrid working arrangement is not contractual, and staff could be asked to attend their base location more frequently.

The Work of the Judicial Appointments & Conduct Ombudsman

The JACO Office is a small independent Arms-length Body (ALB), consisting of nine staff members supporting the Ombudsman, Mr Douglas Marshall, in fulfilling his statutory functions. It relies on the MoJ for funding and various services, including IT, accommodation, finance, and Data Protection Officer services, all provided under a Memorandum of Understanding.

The JACO's statutory role is to review and determine complaints alleging maladministration in:

  1. The judicial appointments process.
  2. The judicial conduct investigations process.

Complaints to the JACO regarding the judicial appointments process can only be made by individuals who have applied for Judicial Office. Complaints about the judicial conduct investigation process can be made by both individuals who have previously complained about a Judicial Office Holder or the Judicial Office Holder (or former Judicial Office Holder) whose conduct has been evaluated under the Judicial Conduct Rules.

Senior Investigating Officer and Office Lead - The Role

To oversee the Investigating Team within the JACO Office and manage more complex investigations, ensuring the quality and consistency of advice provided to the JACO.

Main Activities / Responsibilities

The job holder will be required to undertake the following duties and responsibilities:

  1. To lead the investigation into the most complex complaints, providing appropriate and consistent advice to the JACO, drafting reports that will withstand challenge and external scrutiny, and ensuring that all complainants are kept informed.
  2. To ensure the consistency and appropriateness of advice provided to the JACO in respect of cases considered by HEO Investigating Officers.
  3. To provide appropriate and accurate advice to the JACO regarding the annual and six-monthly reports.
  4. To provide direct line management support for 5 HEO Investigating Officers, complying with MoJ HR policies.
  5. To promote awareness and understanding of the JACO's role, maintaining effective business relationships with stakeholders.
