Job Overview

The Independent Office for Police Conduct (IOPC) is dedicated to conducting impartial and thorough investigations into complaints. The IOPC has the authority to initiate, oversee, and execute investigations while ensuring that local police forces handle complaints appropriately.

Role Purpose

The Digital Investigation Specialist (DIS) plays a crucial role within a national digital team, leveraging their technical expertise to support IOPC investigations. This position involves providing strategic advice and guidance to investigative teams regarding the acquisition, analysis, and presentation of digital evidence.

Main Responsibilities:

  • Act as a specialist resource throughout the investigative process by identifying digital evidence opportunities, recovering data, managing forensic submissions, and producing relevant investigative materials.
  • Provide operational support at incident sites, ensuring the preservation and recovery of digital evidence in line with established national standards.
  • Generate detailed reports and statements related to technical digital inquiries and present findings in legal proceedings when necessary.
  • Design and implement training programs aimed at enhancing the digital investigation skills of personnel across various levels.
  • Develop and maintain digital investigation policies and procedures, ensuring alignment with current legislation and best practices in collaboration with stakeholders.
  • Engage with both internal and external parties to provide insights into digital investigation methodologies and policies.
  • Deliver a high-quality service to investigations, offering evidence-based recommendations and support to senior management.
  • Oversee digital forensic operations, ensuring effective resource allocation and optimal outcomes.
  • Collaborate with various stakeholders to ensure compliance with legal standards and promote continuous improvement in digital capabilities.
  • Stay informed about technological, legislative, and social developments in the digital investigation field.
  • Conduct thorough reviews of digital investigation processes, providing actionable recommendations to enhance effectiveness.
  • Identify and act upon emerging threats and risks that may impact IOPC investigations.
  • Utilize specialized knowledge to formulate comprehensive digital investigation strategies, ensuring alignment with relevant policies.
  • Regularly update leadership on the status of digital investigations through detailed reports and presentations.
  • Facilitate cross-departmental collaboration by advising investigators on internal and external resources.
  • Support operational investigators in the identification and presentation of digital evidence to achieve successful outcomes.
  • Participate in working groups to promote advancements in digital investigation practices.
  • Encourage innovation and improvements in quality standards to maintain investigative excellence.
  • Manage relationships with external forensic suppliers and oversee digital forensic submissions.
  • Maintain and enhance professional knowledge through ongoing training and accreditation.
  • Lead initiatives related to the recovery and presentation of digital evidence, ensuring compliance with organizational objectives.
  • Ensure the integrity of digital materials managed by the IOPC in accordance with security standards.
  • Provide expert guidance on digital evidence terminology for use in various investigative documents.
  • Employ an investigative approach when reviewing digital evidence, alerting Lead Investigators to potential issues.
  • Represent the Digital Investigation Unit in discussions with external organizations to offer digital expertise.
  • Utilize forensic tools to securely access and manage digital devices, ensuring compliance with legal standards.
  • Assist in achieving key deliverables for the Directorate of Major Investigations and Operations Directorate.

Qualifications:

Essential:

  • Experience in investigations with relevant accreditation.
  • Valid driving license for use in England & Wales.
  • Strong educational background or equivalent professional development.
  • Knowledge of digital investigations.
  • Effective communication skills, both oral and written.
  • Ability to deliver high-quality work under pressure.
  • Experience in identifying operational risks.
  • Adaptability in a dynamic work environment.
  • Skills in stakeholder negotiation and influence.
  • Proficient in IT, including MS Word and Excel.
  • Experience in processing digital evidence in accordance with policies.

Desirable:

  • Familiarity with digital forensic software.
  • Experience in situations involving digital evidence collection.
  • Experience in liaising with various stakeholders to obtain digital evidence.
  • Experience in providing evidence-based recommendations to senior management.
  • Knowledge of developing strategies and policies.
  • Understanding of IOPC's operational processes.
