The Judicial Appointments & Conduct Ombudsman's Office (JACO) is seeking a permanent SEO Senior Investigating Officer and Office Leader. This recruitment is open to all qualified candidates who meet the eligibility criteria outlined in the broader Civil Service Jobs advertisement.

Location:

Successful candidates will have the flexibility to work from one of the following locations:

  1. 102 Petty France, London
  2. 5 Wellington Place, Leeds (occasional travel between Leeds and London may be necessary)

To adapt to the evolving needs of JACO, all staff are expected to be present at their designated location (102 Petty France or 5 Wellington Place Leeds) at least two days per week. This hybrid working model is not contractual, and staff may be required to attend their base location more frequently.

Compensation

New entrants to the Civil Service will start at the minimum of the pay range. If you are already a civil servant and are successful in an external recruitment process, your starting salary will be determined by:

  • Promotion or transfer terms, as applicable; or
  • Pay on appointment arrangements (minimum of pay range)

About the Ministry of Justice (MoJ)

The MoJ is one of the largest government departments, employing over 90,000 individuals (including those in the Probation Service) with a budget of approximately £9.5 billion. Each year, millions of people utilize our services across the UK, including at 500 courts and tribunals and 133 prisons in England and Wales.

Role of the Judicial Appointments & Conduct Ombudsman

The JACO Office is a small independent Arms-length Body (ALB) consisting of nine staff members who support the Ombudsman, Mr. Douglas Marshall, in fulfilling his statutory responsibilities. The office relies on the MoJ for funding and various services, including IT, accommodation, finance, and Data Protection Officer services, all governed by a Memorandum of Understanding.

The JACO's statutory function is to review and resolve complaints regarding maladministration in:

  • The judicial appointments process, primarily concerning issues reviewed by the Judicial Appointments Commission (JAC).
  • The judicial conduct investigations process, which pertains to matters initially considered by the Judicial Conduct Investigations Office, potentially referred for further review by the Lord Chancellor and Lord Chief Justice. The JACO assesses the processes followed rather than determining misconduct.

Complaints regarding the judicial appointments process can only be submitted by individuals who have applied for Judicial Office. Complaints about the judicial conduct investigation process can be made by both complainants and Judicial Office Holders whose conduct has been evaluated under the Judicial Conduct Rules.

The JACO also engages in discussions aimed at enhancing the processes within its jurisdiction. An annual report is submitted to Parliament, along with a six-monthly report to the Lord Chancellor and Lord Chief Justice detailing activities from April to September each year.

The JACO Office consists of two teams:

  • The Casework Analysis Team (CAT) handles the initial processing of correspondence and evaluates complaints to determine if they warrant further investigation. This team includes one HEO Investigating Officer and an Administrative Officer supporting the Office Manager.
  • The Investigating Team, comprising five HEO Investigating Officers, is managed by the Senior Investigating Officer/Joint Head of Office. This team investigates cases that have been flagged for potential upholding and provides guidance to the JACO.

The other Joint Head of Office is an SEO Office Manager. The successful candidate will collaborate closely with the Office Manager and liaise with the Sponsorship Team and the Arms-length Bodies Centre of Excellence within the MoJ, ensuring timely responses to information requests.

The Investigating Team also engages with stakeholders on matters within the JACO's remit and contributes to the JACO's annual and six-monthly reports.

Key Responsibilities

The successful candidate will be responsible for:

  • Leading investigations into complex complaints, providing consistent and sound advice to the JACO, drafting reports that withstand scrutiny, and ensuring complainants are kept informed.
  • Ensuring the consistency and appropriateness of advice provided to the JACO regarding cases reviewed by HEO Investigating Officers.
  • Providing accurate advice to the JACO concerning annual and six-monthly reports.
  • Preparing the JACO for discussions with stakeholders.
  • Liaising with the Sponsorship Team and the Arms-Length Body Centre of Excellence within the MoJ as needed.
  • Ensuring the accessibility and consistency of information provided to stakeholders and individuals contacting the JACO Office.
  • Providing direct line management support for five HEO Investigating Officers, adhering to MoJ HR policies.
  • Ensuring compliance with responsibilities outlined in the Memorandum of Understanding with the MoJ.
  • Reviewing responses to case-related information requests under access legislation.
  • Promoting awareness and understanding of the JACO's role while maintaining effective business relationships with stakeholders.
