Position Overview

As a Real Estate and Urban Planning Research Coordinator, you will leverage your analytical and research capabilities to significantly influence the formulation and execution of Fife Council's community-focused policies, strategies, and services. This role involves overseeing the implementation of various audits related to employment, housing, and land use, as well as managing the Council's property database and street naming services. Your responsibilities will vary daily, requiring exceptional organizational abilities, a strong collaborative spirit, and adaptability.

  • You will be responsible for planning, coordinating, and managing research and information activities related to property and urban planning. This includes conducting land use studies and analyses to support community-oriented policies and initiatives. You will also take the lead in managing the property database and the street naming and numbering functions.
  • This position demands a diverse skill set and the ability to adapt to changing tasks. You will supervise junior staff, providing guidance, support, and mentorship.
  • The role is based in Glenrothes, Fife, and involves a commitment of 36 hours per week on a permanent, full-time basis, with a competitive salary range.
  • You will be an integral part of the Council's Place Programmes, Policy & Partnerships Team within Business & Employability Services, under the Place Directorate.

Candidate Profile

To excel as a Real Estate and Urban Planning Research Coordinator, you should possess:

  • A degree-level qualification, SCQF level 9, SVQ level 4, or equivalent in a relevant field such as Geography, Planning, or Geographic Information Systems (GIS).
  • Practical experience in GIS, with a background in technical or data-centric roles, and proficiency in specialized software, particularly the ESRI product suite and IDOX Uniform system.
  • A solid understanding of GIS principles and data management, including familiarity with the Corporate Address Gazetteer and Street Naming and Numbering services, as well as relevant data standards.
  • Extensive knowledge of IT systems related to database and spatial data management, including ArcGIS, Uniform, and the MS Office suite.
  • Strong analytical skills to define project requirements, draft research specifications, and manage research initiatives effectively.
  • Proficient report writing abilities, capable of producing both written and oral briefs for policy officers and elected officials based on research findings.
  • A keen political awareness in both local and national contexts, with the ability to work effectively in collaborative environments.
  • An understanding of relational databases and geospatial data processing and analysis.
  • A proactive attitude towards skill development and staying current with technological advancements.
  • Experience in mentoring and coordinating team efforts, including evaluating completed projects.
  • The ability to engage and inspire others to achieve their best performance.
  • A valid driver's license is essential for site visits that are a key component of this role, along with the capability to provide consistent and effective service, whether independently or as part of a team.
