We are seeking a highly skilled and experienced Senior Operational Manager to join our System Coordination Centre team at Midlands and Lancashire Commissioning Support Unit.
Key Responsibilities- Take day-to-day responsibility for the System Coordination Centre, ensuring continuous monitoring of capacity and demand across urgent, emergency, and associated care systems.
- Support the development and day-to-day operation of OPEL Frameworks for the Lancashire and South Cumbria System, working with providers, system colleagues, regional colleagues, and neighbouring System Coordination Centres.
- Support the delivery of local and system-wide information, data collation, and reporting to ensure system leaders have transparent, accurate, and timely intelligence for decision-making.
- Assist in the interpretation and implementation of government and organisational policy, supporting the Senior System Coordination Centre Manager to lead and develop actions and longer-term strategic priorities aligned to Urgent and Emergency Care and its integration.
- Deputise for the Senior System Coordination Centre Manager, including taking responsibility for the line management of specified staff working within the System Coordination Centre Team.
- Manage budgets commensurate with the role.
- Be responsible for possessing and utilising knowledge and experience of Urgent and Emergency Care systems and flow, commissioning, contracting, and procurement, service redesign, operational management, provider management, performance management, budget management, partnership development/working, and the management of staff to deliver key areas of responsibility.
- Experience of managing highly complex situations and information requiring analysis and interpretation and the comparison of a range of options when leading the daily operation of the Lancashire and South Cumbria Integrated Care System System Coordination Centre.
- Lead the daily rhythm of assessment and reporting, acting as the interface between regional Urgent and Emergency Care and Integrated Care Board and representing the Integrated Care Board on regional meetings, as well as being the first point of escalation.
- Be required to work five days across the seven-day period, covering 08:00-20:00 or 18:00 as part of a rota.
- Represent the Lancashire and South Cumbria system on NHS England regional daily operational calls.
- Evidence of successful leadership and working across whole organisational teams.
- Experience of recent operational management within an NHS or social care setting relating to Urgent and Emergency Care, with in-depth expert knowledge acquired over a significant period of time in the areas of Urgent and Emergency Care operations, system working, patient flow, community services, and Social care.
- Experience of successfully managing change in a complex environment and across organisational systems.
- Demonstrate a record of achievement of delivering objectives to timeframe and finding innovative solutions to complex problems.
- Experience of communicating at all levels and presenting highly complex, sensitive, and contentious information to a range of audiences, including clinicians, large groups, Trust Boards, and sub-committees.
