About the Role:

The West of England Combined Authority is on the lookout for a Head of Commercial to enhance our Commercial team. Key Responsibilities:

As the Head of Commercial, your primary focus will be to align with the Metro Mayor's priorities by:

  • Formulating and executing innovative commercial and supply chain strategies to optimize outcomes across all funding streams.
  • Ensuring value for money through effective Procurement and Contract Management.
  • Advising the CEO and Directors on major procurement and strategic contractual relationships, emphasizing value-driven delivery.
  • Implementing a comprehensive commercial and cost management program for major infrastructure initiatives.
  • Leading collaborative procurement efforts with other Unitary Authorities across the region.
  • Developing and executing a Social Value strategy through procurement and contracts.
  • Negotiating contracts (including NEC4 contracts) and managing contract disputes on behalf of the Combined Authority.
  • Building and leading a proficient team of Procurement and Contract Management experts.

Qualifications and Experience:

The ideal candidate will possess extensive experience in commercial management, particularly in large-scale infrastructure and transportation projects, including:

  • Management of significant construction contracts and negotiation of contract modifications.
  • Experience in establishing and expanding commercial and procurement services within an infrastructure delivery context.
  • Providing mentorship and coaching at a management level to foster a culture of value for money.
  • A proven track record of effective engagement with senior stakeholders and building productive partnerships.
