Overview of the Role

The Ipsos Northern Ireland division operates within the Ipsos Public Affairs policy framework, recognized for its innovative and dynamic approach in the professional services sector. We collaborate with esteemed clients, including government departments and various public and voluntary sector organizations in Northern Ireland.

We are seeking a Lead Evaluation Strategist to enhance our team and contribute to our evaluation initiatives in these vital sectors.

As a Lead Evaluation Strategist, you will oversee the management and execution of comprehensive evaluations of social policy-related programs. Your role will involve coordinating efforts from evaluation and research teams, along with external partners.

Additionally, you will play a pivotal role in business development, aiding the expansion of social policy evaluation by contributing to successful proposal submissions and identifying new market opportunities, while also supporting the broader management of the business.

Engaging with the social policy landscape, you will be well-positioned to assess interventions addressing society's most urgent challenges. You will work alongside a skilled team of evaluators and policy experts to advance key methodologies, including randomized controlled trials (RCT), quasi-experimental designs, and other mixed-method approaches. Many evaluations will require sophisticated designs, such as trauma-informed methodologies and systems thinking.

Key Responsibilities

  • Overseeing evaluation projects throughout the entire project lifecycle, from design to data collection and analysis, culminating in actionable conclusions and recommendations.
  • Cultivating client relationships while ensuring projects are completed within budget and on schedule.
  • Collaborating closely with research teams and partners to execute evaluation studies and provide expert consultancy.
  • Producing clear and concise reports summarizing evaluation findings.
  • Presenting results to clients and stakeholders effectively.
  • Developing research instruments, such as questionnaires and discussion guides.
  • Contributing to the formulation of evaluation proposals as part of a collaborative team.
  • Establishing specialized expertise in a specific policy or methodological domain.
  • Mentoring junior staff members.
  • Participating in the professional development of the Policy and Evaluation Unit.

Ipsos UK promotes a hybrid working model, allowing for a combination of office and remote work.

Qualifications and Skills

This position is ideal for candidates with a background in delivering evaluations within a commercial context.

  • Proven experience in managing evaluation projects through all phases, from design to analysis and reporting.
  • Demonstrated ability to collaborate effectively in teams and manage projects to deadlines and budgets with minimal oversight.
  • Proficiency in both quantitative and qualitative evaluation methodologies.
  • Strong critical thinking and problem-solving skills applicable to complex evaluation designs.
  • Experience in building and maintaining robust client relationships.
  • Familiarity with policy issues in areas such as crime & security, education, employment welfare & skills, and societal matters.
  • A proactive attitude towards supporting business growth and experience in contributing to successful evaluation proposals.
  • Excellent time management skills, with the ability to juggle multiple projects and prioritize tasks effectively.
  • Strong interpersonal skills, capable of conveying complex ideas clearly to non-technical audiences, both in writing and verbally.
  • Commitment to developing junior team members to reach their full potential.
  • Highly desirable: Knowledge of statistical or econometric techniques for conducting impact evaluations using quasi-experimental designs and/or randomized controlled trials.
