About the Position

The skills and employment framework in London is crucial for empowering residents to acquire the necessary competencies to enhance their lives and bolster the city's economy.

Our skills framework is recognized as the most effective in the nation, with significant achievements in supporting over 1 million learners through adult education initiatives since the transfer of the Adult Education Budget (AEB) in 2019. With further delegation of authority, funding, and decision-making, we aim to assist even more individuals in transforming their circumstances.

We are seeking a proficient Senior Governance Officer to become a part of our collaborative Strategy & Governance Team. This team oversees strategy, policy, and governance frameworks within the GLA's Skills and Employment Unit, which implements various prominent programs to deliver exceptional adult education across London.

In this role, you will be integral to a compact governance team, offering high-quality secretariat and clerking assistance to the Unit's senior stakeholder advisory boards. You will also support the internal and external governance and decision-making processes of the Skills & Employment Unit, including the distinctive arrangements for the AEB.

This position is politically restricted.

Required Skills, Knowledge, and Experience

To qualify for this position, candidates must fulfill the following essential criteria:

  • Demonstrated success in managing formal Board and/or Committee meetings;
  • Ability to interpret and implement governance best practices;
  • Comprehensive understanding of key policy and political matters affecting London and its governance frameworks;
  • Proven experience in cultivating strong collaborative relationships with senior stakeholders and political figures;
  • Meticulous attention to detail;
  • Capability to consistently meet challenging deadlines in a high-pressure environment.

Principal Responsibilities

  • Provide comprehensive committee services support to the Skills and Employment Unit, ensuring meetings and agendas for stakeholder advisory boards and other bodies are organized and managed to the highest standards.
  • Deliver timely governance, procedural, and business management advice to chairs, members, and senior officers to ensure compliance with legal and statutory requirements.
  • Develop and maintain effective working relationships with appointed members and senior officers to ensure efficient management of business and continuous improvement in governance.
  • Support the Board Secretary in managing day-to-day operations and servicing meetings as required.
  • Manage resources allocated to the role in accordance with GLA policies and standards.

  • Carry out all responsibilities in line with the Authority's policies and Code of Ethics.

  • Proven success in managing formal Board and/or Committee meetings;
