PRIMARY RESPONSIBILITIES
Serve as the Commission Manager, overseeing comprehensive service delivery Ensure client objectives are achieved through effective cost managementSCOPE OF WORK
Senior Cost Managers manage commissions of various sizes, typically ranging from £10m to £50m based on project complexity.
KEY RESPONSIBILITIES
Commission Oversight, including:
Mentoring junior staff, assigning roles and responsibilities for effective cost management Advising clients on feasibility assessments Guiding clients on procurement strategies Managing estimating and cost planning phases, including presenting final cost plans to clients Overseeing tendering and procurement processes, including pre-qualification, tender list creation, preliminary document preparation, tender analysis, report generation, and contract documentation using relevant cost management tools; The Hive; eTender Platform Acting as contract administrator, effectively managing post-contract cost variances and change control processes, escalating major changes as necessary Taking responsibility for peer reviews of cost allowances and conducting valuations on larger projects, ensuring timely and accurate cost verification Producing monthly post-contract cost reports via our Cost Control App and presenting them to clients Contributing to value engineering initiatives Negotiating and finalizing accounts Collaborating with clients, Project Managers, and other consultants throughout all project phases Leading a cost management team when appropriate, ensuring accountability for all responsibilities outlined above Utilizing our comprehensive suite of bespoke digital cost management tools and services; The Hive: Benchmarking App, CostX, Market Rates App, eTender Platform, and Cost Control App Implementing our Embodied Carbon Calculator to generate carbon footprint reports Supporting the execution of our NewLeaf strategy Managing internal fees, job costing, and resource requirementsBusiness Development and Marketing, including:
Identifying opportunities for new business with existing clients and reporting these to the appropriate line manager while effectively utilizing the marketing database Building and maintaining a professional network of peers and potential clients Leading bid submissions Identifying improvements for cost management procedures, templates, and products Participating in extracurricular activities, including external groups and networking eventsInternal Management Responsibilities, including:
Knowledge management – Ensuring that key information and insights from each commission are documented in the Turner & Townsend internal database Process enhancement – Identifying opportunities for improving internal systems and processes and referring suggestions to the appropriate line manager Supporting the development and mentorship of junior staff members Managing projects on D365REPORTING STRUCTURE
A Senior Cost Manager typically reports to an Associate Director, Project Director, or Director.
PERFORMANCE INDICATORS
A Senior Cost Manager's performance will be evaluated based on:
The quality and efficiency of commission management Adherence to service delivery standards Development of strong relationships with clients and cross-functional team members Effectiveness as a member of the cost management team, including leadership of Assistant Cost Managers and Cost Managers when appropriate Identification of new business opportunities with existing clients Monitoring of margin levels on all commissions Effective communication and retention of key information and dataCandidate Profile

Qualifications
Experience and Skills
Proven experience in delivering high-quality cost management or quantity surveying services throughout the project lifecycle Ideally professionally qualified (RICS or similar) Degree or HNC level qualification Ability to manage and prioritize multiple projects simultaneously.Company Values Statement:
