Cost Management Specialist

Turner & Townsend Group is seeking a highly skilled Senior Cost Manager to join our team. As a Senior Cost Manager, you will be responsible for delivering high-quality cost management services to our clients, ensuring that their projects are completed on time, within budget, and to the required quality standards.
Key Responsibilities:- Manage commissions of varying sizes, from £10m to £50m, and ensure that client objectives are met through effective cost management.
- Coach junior staff, allocate roles and responsibilities, and ensure effective cost management on all projects.
- Advise clients on feasibility studies, procurement options, and cost planning stages.
- Manage estimating and cost planning stages, including presenting the final cost plan to the client.
- Tender and procure, including managing the pre-qualification stage, producing the tender list, and compiling contractual documents.
- Conduct contract administration, deal with post-contract cost variances, and manage change control processes.
- Take personal responsibility for peer reviewing cost allowances and carrying out valuations on larger projects.
- Produce monthly post-contract cost reports and present them to the client.
- Negotiate and agree final accounts.
- Interface with clients, project managers, and other consultants at all project stages.
- Work collaboratively with Turner & Townsend's project management team during project delivery.
- Lead a cost management team, where appropriate.
- Utilize our full suite of bespoke digital cost management tools and services.
- Implement our Embodied Carbon Calculator, a bespoke carbon accounting tool.
- Support the execution of our NewLeaf strategy.
- Manage internal fees, internal job costing, and resourcing requirements.
- Identify opportunities to develop new business with existing clients.
- Develop and maintain a professional network of peers and potential clients.
- Lead bid submissions.
- Identify ways to improve cost management procedures.
- Participate in extracurricular activities, including external groups, networking, and CPD events.
- Knowledge management - ensure key information and learning generated from each commission is input into the internal database.
- Process improvement - identify ways to improve internal systems and processes.
- Lead in the support, development, and mentorship of junior staff members.
- Manage projects on D365.
Depending on the context, a Senior Cost Manager will likely report to an Associate Director, Project Director, or Director.
A Senior Cost Manager will be assessed based on the extent to which:
- Commissions are managed to the right quality standards and are completed efficiently and on time.
- Service delivery on commissions is in line with the conditions of appointment.
- Good relationships are developed with clients and members of the cross-functional team.
- They work as an effective member of the cost management team.
- Opportunities are identified to develop new business with existing clients.
- Margin levels are kept track of on all commissions.
- Key information and data are effectively cascaded and appropriately retained.
We are looking for a self-motivated individual who can work with autonomy, take initiative, and deliver to tight deadlines. The ideal candidate will have achieved Chartered Status, have a confident and professional manner, and be highly organized with the ability to prioritize their workload. They will also be able to collaborate and build relationships across the business, work well under pressure, and delegate tasks to junior team members to assist in their technical development.
The candidate will have a proven track record of delivering high-quality cost management / quantity surveying services across the full project lifecycle, ideally with professional qualifications (RICS or similar), a degree or HNC level qualification, and the ability to successfully manage and prioritize more than one project at a time.
