Job Title: Chief Information Officer

We are seeking a highly skilled and experienced Chief Information Officer to join our team at Moray Council.

About the Role

The successful candidate will be responsible for providing strategic leadership and direction for the council's information management and technology services.

Key Responsibilities
  1. Manage and coordinate all complaints, queries, and Freedom of Information requests received by the council.
  2. Provide technical and administrative support to supervisors, technical staff, and management as required.
  3. Liaise with the council's communications office and support the Roads Maintenance Manager/service Management Team with PR/communications across the service.
  4. Support the coordination and implementation of consultation exercises, including recording, analyzing, and presenting data collected.
  5. Organize and maintain systems and procedures.
Requirements
  1. Significant clerical and administrative experience.
  2. Proficiency with Microsoft Office software packages.
  3. Experience of working in a busy office environment using relevant technology and equipment.
  4. Knowledge of Freedom of Information (Scotland) Act 2002, Data Protection legislation, and GDPR.
  5. 2 Higher grades or equivalent at level 3 or above, preferably including English.
  6. ECDL.
  7. Ability to provide complex responses in written and verbal updates.
  8. Assess and prioritize communication/enquiries received with the ability to independently solve through undertaking research and interpreting information received from others.
  9. Ability to prioritize self and others with an understanding of potential problems.
  10. Ability to work on own initiative and take sensible informed decisions.
  11. Effective organizational and time management skills, with the ability to effectively manage a workload, prioritize tasks, and meet deadlines.
  12. High level of accuracy in work and attention to detail.
  13. Self-confident and self-motivated.
  14. Willingness and ability to tackle issues sensitively, discretely, and in confidence.
  15. Knowledge and understanding of local government and the work of the Council.
  16. Appreciation, acceptance, and commitment to the importance of confidentiality.
  17. Understanding of and the ability to demonstrate key interpersonal skills, telephone, and face-to-face.
  18. Excellent communication skills, both oral and written.
  19. Demonstrates an ability to relate to people at all levels.
  20. Willingness to accept direction/delegation.
  21. Ability to develop and sustain effective working relationships.
  22. Ability to work flexibly to meet the needs and demands of the service.
  23. Ability to work in a shared office.
  24. Ability to work in different offices subject to the needs and demands of the service.
