Established by the Department for Transport (DfT), East West Railway Company is responsible for overseeing the comprehensive delivery of the East West Rail project, from construction to operational phases, ensuring that the railway is developed effectively.

Role Overview:
The primary objective of this role is to spearhead the acquisition, management, and disposition of land and property essential for the East West Rail initiative.

Team Structure:
East West Rail operates within a matrix framework. This position is part of the Land and Consents Professional Home (PH) and reports directly to the Land & Property Manager.

Key Responsibilities
  • Facilitate the successful delivery of East West Rail through land and property initiatives, ensuring development consent is secured and necessary land is assembled.
  • Oversee property solutions and transactions, including temporary access, acquisitions, agreements, and leases to support the project’s Development Consent Order (DCO), construction, and operational phases.
  • Engage with landowners and their representatives to cultivate strong relationships with key stakeholders.
  • Manage land and property assets prior to construction and operational commencement.
  • Coordinate with suppliers to adhere to established timelines, budgets, and governance processes, implementing corrective actions as needed.
  • Ensure the integration of various components of the land and property program within agreed timeframes and budgets.
  • Maintain property cost estimates and registers of land and property risks, collaborating with the EWR risk team to advise on risk mitigation strategies.
  • Provide regular updates on the progress and quality of land and property deliverables.
  • Prepare reports for senior management on relevant matters.
  • Promote health and safety in accordance with EWR Co Health and Safety principles.
  • Exemplify EWR Co's vision and values, encouraging others to align with the company’s ways of working.
  • Champion diversity in the workplace and demonstrate appropriate conduct when interacting with colleagues.

Essential Qualifications:
  • Demonstrated experience in managing diverse property transactions and negotiations.
  • Proven ability to maintain effective external relationships, understanding stakeholder needs and priorities.
  • Experience in articulating property matters and reports to individuals without a property background, presenting data clearly to stakeholders at all levels.
  • Experience working within multi-disciplinary teams to execute a comprehensive program of land and property activities.
  • Proficiency in ensuring compliance with statutory, regulatory, and professional standards.
Preferred Qualifications:
  • Experience in compulsory land acquisition.
  • Experience in managing land and property workstreams for significant projects in accordance with statutory processes, such as Development Consent Order (DCO) applications.
  • Project management skills to effectively plan and oversee tasks within time, budget, and quality parameters.
Education and Qualifications:
  • Degree-level education or equivalent.
  • MRICS qualification.
  • Project Management qualification (e.g., APM) is desirable.
  • Registered valuer status is advantageous.
