The Role

Essex County Council (ECC) is on the lookout for dedicated professionals to join our SEND Operations Team across various locations:

  • South (Basildon and surrounding areas)
  • West (Harlow and surrounding areas)
  • North (Colchester and surrounding areas)

The Opportunity

Essex County Council is initiating a transformative program aimed at enhancing the provision and services for children and young people with Special Educational Needs and Disabilities (SEND). Our goal is to create a SEND system that identifies needs early and provides effective support, reducing reliance on statutory services.

The SEND Operations Coordinator will oversee the Education Health Care Needs Assessment (EHCNA) process for children and young people with SEND and manage school placement requests for those moving into Essex with an Education Health Care Plan (EHCP).

Key Responsibilities

  • Facilitate the EHCNA and EHCP review processes in accordance with the Children and Families Act 2014 and the SEND Code of Practice 2015, ensuring high-quality legal documentation to minimize the risk of legal challenges.
  • Represent the local authority at formal and informal dispute resolution meetings regarding EHC needs assessments.
  • Maintain existing EHCPs to ensure compliance with statutory requirements and the delivery of special educational provisions.
  • Serve as the primary contact for families and partners during the EHCNA, providing comprehensive advice and information throughout the assessment process.
  • Request and compile necessary statutory advice, ensuring adherence to timelines and processes.
  • Draft and revise EHCPs to ensure they are accessible, outcome-focused, and compliant with legislation.
  • Organize and chair Statutory Annual Review Meetings for home-educated children, ensuring full participation from families and relevant professionals.
  • Accurately record data to enable the Council to report on various subjects, including statutory timelines and pupil records.

Qualifications and Experience

  • Minimum education of RQF level 3 (A level) or equivalent experience.
  • Demonstrated professional development and expertise in relevant areas.
  • Experience working with young people with SEND and their families, particularly those who are hard to reach.
  • Thorough understanding of the SEND Code of Practice 2015 and the Children and Families Act 2014.
  • Strong verbal and written communication skills, capable of engaging with diverse audiences.
  • Effective time management and prioritization skills, with the ability to adapt to changing circumstances.
  • Proficient in chairing meetings and collaborating with professionals across education, health, and social care.
