Essex County Council is on a transformative journey to enhance the provision and services for children and young individuals with Special Educational Needs and Disabilities (SEND). Our goal is to create a SEND framework that identifies and addresses needs at an earlier stage, offering suitable and effective support while reducing reliance on statutory services.

As a key member of the Mid Essex and countywide Inclusion and Psychology Teams, the SEND Inclusion Specialist will collaborate with educational institutions, college leaders, and partnerships to foster inclusive practices and improve outcomes for children and young people aged 0-25 with SEND. A fundamental aspect of this role is to empower educational settings to assess, plan, deliver, and evaluate provisions for children with SEND in accordance with the SEND Code of Practice 2015.

Ideal candidates will possess a strong background in driving change within educational environments that enhances inclusion and achieves positive results for children and young people with SEND. The ability to cultivate robust working relationships and influence senior leadership is essential for success in this role.

Key Responsibilities

Serve as the designated Inclusion Specialist for specific schools, settings, colleges, or partnerships, responsible for reviewing, assessing, and enhancing practices while consulting on the development of One-Planning, Education, Health and Care Needs Assessments (EHCNA), and Annual Review processes aimed at improving outcomes for children and young people with SEND. Provide high-quality professional educational guidance and support to individual schools, clusters, and colleges to ensure an inclusive educational experience for children and young people with specific SEND needs, including Autism, Language and Communication, Social and Emotional well-being, and Cognition and Learning. Facilitate the implementation of school-led SEND initiatives, including peer development within clusters, and share current specialist knowledge in designated areas of SEND. Assess the effectiveness of initiatives to learn from successes and identify areas for improvement. Collaborate strategically with educational institutions and colleges, guiding leaders to evaluate existing offerings and enhance capacity through coaching, training, and development to effectively assess, plan, deliver, and review appropriate provisions for children with SEND. Identify and deploy targeted support within educational settings and with families to enhance inclusion and facilitate successful transitions for children and young people with complex SEND. Ensure the effective monitoring and evaluation of interventions to maximize impact and resource utilization. Work in partnership with internal and external stakeholders to manage complex casework, ensuring sustainability of placements, resolving issues, and preventing exclusions. Conduct Annual Reviews for children and young people placed in out-of-authority independent special schools, ensuring that placements meet the needs of Essex children and support positive outcomes, including transitions back to local settings when possible. Define specific individual and shared targets and objectives annually within the performance management framework.

Required Skills, Knowledge, and Experience

Educated to RQF level 6 (Bachelor's degree), with Qualified Teacher Status (QTS) or equivalent qualifications. Demonstrated commitment to professional development and expertise in relevant areas of SEND; a Master's degree in a specialized field is highly desirable, along with a commitment to ongoing training and development. Significant relevant teaching or Early Years' experience, with proven success in working with children with SEND. Comprehensive understanding of the SEND Code of Practice and related national legislation. Experience collaborating with various services, including schools, Health and Social Care, enhanced provisions, and the voluntary sector, with a demonstrated ability to build strong collaborative relationships that foster delivery and influence leadership. Exceptional verbal and written communication skills, with the capability to deliver training and development to diverse professional audiences. Ability to drive cultural, strategic, and operational change collaboratively.

Mobility Requirement

Please note that this role requires mobility across an operational area. Therefore, the successful candidate must possess a valid driving license and have access to a vehicle or be able to meet the mobility requirements of the position through alternative means.
